- RECOVERY -- The U.S. Department of Agriculture, Agricultural Research Service (ARS), North Atlantic Area (NAA), requires all labor, supervision, tools, and materials be provided to replace the Steam Supply and Condensate Return Piping at the Plant Genetic Resources Unit (PGRU), located in Geneva, NY. The scope of the work includes but is not limited to: Work at the Clonal office building includes replacing approximately 30 feet of a 2-inch steam supply (125 psi) and 2-inch condensate return piping within a new precast concrete tunnel. The existing deteriorated steam supply/condensate piping is direct buried and will be abandoned in place. This work is noted as the base bid on the drawings. Work at the administration building includes replacing approximately 280 feet of 2-inch steam supply (125 psi) and 3-inch condensate piping. The existing steam supply/condensate piping is direct buried and will be abandoned in place. New piping will be direct buried. This work is noted as bid option No. 1 on the drawings. All work shall be performed in accordance with the terms, conditions drawings, and specifications. The period of performance is 60 calendar days after receipt of Notice to Proceed (NTP). The magnitude of construction is estimated between $100,000 and $250,000. This is a 100% total set-aside for competition among HUB-Zone Small Businesses (HUB-Zone). The NAICS Code is 238220, with a size standard of $14 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-37. Solicitation No AG-3615-S-10-0003 is scheduled for release on or about November 30, 2009. A pre-bid site visit will be scheduled on or about December 10, 2009 at 9:00 a.m. Eastern Standard Time (EST). It is the contractor’s responsibility to monitor the website for all requirements for this solicitation. Bids will be due by 3:00 p.m. EST on December 30, 2009. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. All responsible HUB-Zone Small Businesses may submit an offer which will be considered by the agency. Contractors are required to register or update their registration at the Central Contractor Registration (CCR) website at https:// www.bpn.gov/ccr in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
