Description
RECOVERY -- The USDA Agriculture Research Service (ARS) requires that all labor, supervision, tools, and materials be provided to repair the 100,000-gallon single pedestal elevated potable water storage tank at the Appalachian Fruit Research Station (AFRS) located in Kearneysville, WV. The project consists of a base bid and one bid option. The base bid includes abrasive blasting of the tank interior to remove lead-based paint, application of a bio-based paint to the tank interior, pressure washing tank exterior, structural repairs and installation of an electric water boiler. The bid option involves abrasive blasting and painting of the tank exterior. All work shall be performed in accordance with the terms, conditions, drawings, and specifications. The estimated cost of construction for the base bid and bid option is between $500,000 and $1,000,000. This project must be completed within 120 days after receipt of notice to proceed. This is a 100% total set-aside for competition among HUB-Zone Small Businesses (HUB-Zone). The NAICS Code is 237110, with a size standard of $33.5 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-37. Solicitation No. AG-3615-S-10-0002 is scheduled for release on or about November 30, 2009. A pre-bid site visit is scheduled on December 10, 2009 at 10:00 a.m. Eastern Standard Time (EST). It is the contractor’s responsibility to monitor the website for all requirements for this solicitation. Bids will be due by 2:00 p.m. on December 30, 2009. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. All responsible HUB-Zone firms may submit an offer which will be considered by the agency. Contractors are required to register or update their registration at the Central Contractor Registration (CCR) website at https://www.bpn.gov/ccr in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
