Description
U.S. GOVERNMENT SEEKS TO LEASE OFFICE AND RELATED SUPPORT SPACE CONSISTING OF APPROXIMATELY 36,264 RSF IN ST. PAUL, MN. THE SPACE SHOULD YIELD OF A MINIMUM OF 31,534 BOMA OFFICE AREA SQUARE FEET. The United States Government seeks to lease office and related support space consisting of approximately 36,264 rentable square feet. The space should yield a minimum of 31,534 ANSI/BOMA Office Area square feet to a maximum of 34,687 ANSI/BOMA Office Area square feet within the specified delineated area described below. Six (6) controlled/assigned parking spaces must be available on-site for government vehicles. In addition, 200 public parking spaces should be available within a walkable ¼ mile of the space offered. Satisfactory public transportation (bus and/or light rail) must be available within a walkable ½ mile of the space offered. Offered space must allow for efficient layout on no more than two (2) contiguous floors. Columns within the space may not be less than 24 feet on center. A first or ground floor loading dock or similar type area with an overhead door must be available with the offered space for the receipt and pick-up of pallet sized loads. The dock area and adjacent truck loading/unloading area can be at the same grade as the space offered. If the offered building does not have a freight elevator that can accommodate a pallet sized load and dolly, then the building must offer at least 500 RSF on the 1st floor of the building. At a minimum this project shall obtain LEED-Silver certification for Commercial Interiors (LEED-CI) or New Construction (LEED-NC). The proposed space must be located within the following delineated area: St. Paul Central Business District as follows: North: I-94 / I-35 E South: St. Paul River East: State Highway 52 West: Chestnut Street The proposed space must not be located within 300 feet (measured from proposed visitor entrance to adjacent property line) from schools (public or private, K-12) or childcare centers. The proposed lease is for Fifteen (15) years, ten (10) firm, and should be fully serviced. Occupancy is required on or before May 1, 2012. All services, supplies, utilities, partitioning and tenant alterations are desired as part of the rental consideration. Space shall conform to GSA requirements for fire and life safety; and shall be ABBAS compliant and asbestos abated. The building and parking must be accessible to government personnel 24 hours per day, seven days per week. Services, utilities and maintenance will be required 24 hours per day, seven days per week. EXPRESSIONS OF INTEREST MUST BE SUBMITTED IN WRITING NO LATER THAN DECEMBER 18, 2009 AND SHOULD INCLUDE THE FOLLOWING INFORMATION: 1) Building name and address, and location of space in the building 2) One-eighth inch scale drawing of space offered. 3) ANSI/BOMA defined Office Area Square Feet 4) Rentable Square Feet offered and the total size of the building. 5) Percentage Common Area Factor used to determine rentable square feet 6) Number of parking spaces available on the premises. Location map of any proposed off-site parking within ¼ mile, if applicable. 7) Indicate whether the offer is for an existing building, or planned new construction. If new construction, indicate if the site is currently zoned for office and if site plan approvals have already been obtained. 8) Name, address, telephone number, and email address of individual to be contacted. Submission by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the Offeror is representing more than one property, the Offeror is hereby notified that they may only participate in negotiations on behalf of one owner. AUTHORIZED CONTACTS: In no event shall the Offeror enter into negotiations or discussions concerning the space to be leased with representatives of any Federal Agency other than the officers and employees of General Services Administration (GSA).
