- This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) Q1580100040. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-37 and are available in full text through Internet access at http://www.acqnet.gov/far. The National Park Service encourages the participation of small, disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code is 114111 and 114119 and the small business size standard is $4.0M. This project is covered by the Service Contract Act Wage Determination and awarded vendor will be subject to the prevailing wage determination for their state and county. QUOTES ARE DUE for this combined synopsis/solicitation on December 3, 2009 at 4:30 PM Mountain Daylight time and shall be delivered by the specified time to the National Park Service, Mammoth Supply Center, Bldg 34, Yellowstone National Park WY 82190, ATTN Contracting Office. Email or faxed quotes using this form are preferred with all required documentation, no oral quotations will be accepted. Quoters must furnish the company name, DUNS number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be signed by authorized company official and faxed to 307-344-2079 or emailed to patty_oestreich@nps.gov. All quotes will be considered, however; to be considered for award, vendor must be registered in the Central Contracting Registration (CCR), www.ccr.gov and we request that you put the Reps and Certs information online at the ORCA website, https://orca.bpn.gov/. All questions regarding this solicitation should be faxed or emailed to patty_oestreich@nps.gov. Yellowstone National Park requires repair of 216 - 300 foot gill nets as listed in Scope of Work. Quoted price is firm fixed and should include return shipping of nets to the Mammoth Supply Center, Mammoth Hot Springs, Yellowstone National Park WY 82190. Nets will be shipped to awarded vendor as soon as possible after award. Delivery needed by April 2010. The following is a description of the requirements: SCOPE OF WORKGill net repair BACKGROUNDThe National Park Service (NPS) has an intensive lake trout removal program in place on Yellowstone Lake, Yellowstone National Park. The main type of gear used in this effort is gill nets. These nets suffer a great amount of wear and tear through normal use and the park currently has 186 300-ft gill nets in need of repair. Another 30 nets have been stripped of mesh and are in need of new mesh and float line. PURPOSEThis Scope of Work has been developed in order to have 216 300-ft gillnets repaired or rehung and returned to new condition for future use. WORK DETAILSThe NPS will ship or deliver the nets in need of repair or rehanging to the successful bidder. Although condition of the nets varies greatly, most nets will require that the majority of mesh be stripped from the lead and float lines and replaced with new mesh material. In most instances, lead line will not need replacing. It is expected about half of the float lines will also need to be replaced or restrung with deep-water floats. The repaired nets must be in new condition and constructed according to the specifications listed below. Overall quotation must include cost of delivery of the repaired nets to Yellowstone National Park by April 2010. GILLNET SPECIFICATIONSLead Line All nets have been constructed with either 30-, 40-, or 50-lb lead core. These lines are in good to excellent shape and very little of this will need replacing. In cases where lead lines require splicing, all splicing must be finished with no rough edges so as to prevent meshes from catching.Float Line Nylon, poly foam float, or polypropylene lines (e.g. Starbrite or Grass meter), constructed with plastic deep water corks. Current condition of the float lines on these nets is poor to good due to wear and tear from normal use and occasional excessive stretching of the line when improperly retrieved. Lines should be replaced if not in good condition with polypropylene lines. In instances where deep water corks are not present, they must be added.Bridle Construction same as float line (either poly foam float line or polypropylene) with short phrases (9 in or less) to minimize tear out and twisting. To facilitate efficient and simple means of ganging multiple nets, bridles must have ears (looped float and lead lines) at each end.Seaming twine 9 thread tarred/coatedPhrase Length Phrase length must be short (9 in or less) to minimize floats entangling in mesh, to keep meshes close to lead and float lines, and to ensure proper hanging when deployed. All meshes must be hung on a double selvage and hung on basis.Nets must be delivered in tubs, with up to 3 nets per tub. Tubs should be of a light-weight material for easy handling and storage with dimensions of 36 in x 24 in x 8 in. Majority of nets will be repaired using monofilament twine. However, 3-strand twisted multifilament polypropylene (MFP) must be used as specified below. The following combination of mesh sizes, twine sizes, and numbers of each are requested, but may be negotiable. In cases where not all mesh needs to be replaced, a mesh of equivalent twine size and type should be used. However, it is likely the majority of nets will require replacement of all mesh.
