- NOTICE OF CONTRACT ACTION, 17 Nov 09, LOGCOM Contracts Department Code S1922 at Marine Corps Logistics Command, Albany GA intends to solicit Patricio Enterprises Inc, 28 Persevere Dr, Stafford, VA 22554-7284 for an increase in contract ceiling of $550,000 to provide continued strategic planning support for the Joint Equipment Assessment Program in the development and fielding of an executive portal and ongoing strategic planning and analysis for an array of NBC Defense related projects. This Notice of Contract Action is published to notify potential subcontractors that the US Marine Corps anticipates negotiating a contract modification to existing contract M67004-09-C-0002 on a sole-source basis to Patricio Enterprises Inc. This notice of intent is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The US Marine Corps anticipates modifying the existing Patricio Enterprises Inc contract on a Labor-Hour basis with a not to exceed a total $1.7M ceiling value (i.e. $550,000 ceiling increase). An approved system for support integration of total life cycle systems management across the enterprise; development and implement concepts and strategies in support of the Strategic Business indicatives; evaluate and recommend improvements of program performance based operations; provided a phased approach to achieve an enterprise architecture and business processes that supports the organization; assists in the development of roadmaps, mast! er plans and other documents, using senior leadership objectives and guidance, as well as current research; and provide senior level logistics support to the Center Director. The North American Industry Classification System (NAICS) code for this requirement is 541618 "Other Management Consulting Services". The responses to this synopsis will be used to confirm whether this will remain a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding this increase in contract ceiling. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research. All documentation shall become the property of the Government. Firms responding must indicate the following information: Eligibility to the 8(a) program. Indicate the business size: small business or small disadvantaged business, veteran owned small business or HUB Zone certified, and indicate the appropriate NAICS code. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Ms. Benita A.
