Description
A MARKET SURVEY is being conducted to determine the interest and capability of local source in Turkey to build a Consolidated Community Center on Incirlik Air Base, Turkey. As the work will be performed outside of the continental U.S. no set asides or socioeconomic preference of any sort will be granted. The U.S. Army Corps of Engineers Europe District (NAU) is soliciting interest for a Firm Fixed Price (FFP) Contract for design and construction services for Consolidated Community Center, Incirlik Air Base, Turkey. Contractor shall design, construct and provide delivery of an approximately 3,725 gross square meters (40,081 gross square feet) total Consolidated Community Center at Incirlik AB. The facility will include a Community Activity Center, Base Theater, Education Center and Base Library. Proposed construction will be reinforced concrete foundation, floor slab, structural frame, masonry walls and pitched roof. Areas include: Classrooms, Administrative Area, Reading Rooms, 350-person Theater, Conference Room, Multi-Purpose Room with stage, lounge, tour office, game and activities room, concession room, snack bar, storage room, auditorium, fire protection, utilities, parking and all other supporting facilities. Supporting facilities include utilities, pavements, site improvements, demolition, passive force protection measures, communications support and relocation of a softball field. Anti-terrorism/Force Protection (AT/FP) measures will need to meet requirements identified in DOD unified facilities criteria and take into account the lack of required standoff distances from adjacent buildings. Access for individuals with disabilities will be provided throughout the facility. The project includes demolition of 5 buildings of approximately 1,933 gross square meters (20,799 gross square feet) total. Some buildings will be demolished partially. Responses are desired from firms who can demonstrate recent experience and excellent past performance in design/construction of similar facilities, but expressions of interests will be accepted from all interested parties. Solicitation will be issued on or about 20 January 2010. Prime construction firms are required to provide their email address, physical address for any courier service delivery, along with a telephone number, facsimile number and an English-speaking point of contact. Requests that do not provide complete information will not be considered. Note that DFARS Clause 252.222-7002 Compliance with Local Labor Laws (Overseas) applies to this project.
