Description
The General Services Administration, Public Buildings Service, Denver Federal Center (DFC), intends to negotiate and award a sole source, firm fixed price contract for Fire Suppression Services and Emergency Medical Services (EMS), for one-year base and nine one-year options in accordance with FAR 6.302-1 and 41 U.S.C. 253(C) (1) to West Metro Fire Protection District. West Metro Fire Protection District is the only firm that is located in the vicinity of the Denver Federal Center located in Lakewood, Colorado. THE FOLLOWING JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IS PROVIDED IAW 41 U.S.C. 253(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Based on the following justification, the project described below may be negotiated without providing for full and open competition pursuant to 41 U.S.C. 253 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (2), when the supplies are available from only one responsible source. DESCRIPTION OF SUPPLIES AND SERVICES REQUIRED TO MEET THE AGENCY'S NEED: The current Memorandum of Agreement for the Fire Protection Services expires January 31, 2010. This acquisition is to continue the requirements for fire suppression and emergency medical services (EMS) at the Denver Federal Center. The Denver Federal Center is a campus encompassing 46 enclosed buildings totaling 4.2 million square feet on a 58-acre federal reservation. Building occupancies include offices, laboratories, vehicle storages, maintenance shops, hazardous storage warehouses, engineering shops, supply depot, motor vehicle maintenance facilities, and administrative offices. Fire suppression services and EMS are required to provide the campus, buildings and their personnel with fire and safety preparedness, prevention, and protection. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED: The proposed acquisition is intended to be directed to West Metro Fire Protection District pursuant to 41 U.S.C. 253 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (2). Only West Metro Fire Protection District can provide fire suppression services and EMS with all of the following requirements: The Contractor shall provide all labor, supervision, apparatus, materials, equipment and supplies necessary or incidental to respond to all fire emergency, medical emergency, hazardous material (HazMat) incidents, and provide confined space rescue services initiated by the General Services Administration, Public Building Service, located at the Denver Federal Center. The Contractor shall be available to provide services, as required, twenty-four (24) hours a day, seven (7) days a week, 365 days a year. The Contractor shall be responsible for inspecting fire department connections, fire alarm control systems and components, and fire hydrants; testing of fire pumps; inspecting and testing of automatic fire sprinkler systems; placing and inspecting of portable fire extinguishers, and providing fire safety, fire drills, and all fire-related equipment training. The Contractor shall have a minimum of one (1) fire pumper apparatus with a minimum pumping capacity of 500 gallons per minute that meets the requirements of NFPA 1901, Standard for Fire Pumper Apparatus. At least one such fire pumper apparatus must be available twenty-four (24) hours a day, seven (7) days a week to respond to fire alarm/fire emergency calls at the Denver Federal Center. The Contractor must provide a minimum of four (4) trained, paid and certified professional firefighters (NFPA 1001 Fire Fighter Professional Qualifications, NFPA 1002 Fire Apparatus Driver/Operator Professional, NFPA 1021 Fire Officer Professional Qualifications) be available to respond to fire alarms/fire emergency calls at the Denver Federal Center, twenty-four (24) hours a day, seven (7) days a week regardless of ambulance calls, hazardous materials responses, illness, vacations or any other reason, even in the event of concurrent or multiple alarm fires within the Contractor's jurisdiction. The Contractor shall have the physical capability to respond with the minimum specified number of firefighting personnel and type of apparatus to a fire alarm and/or fire emergency call at any location on the grounds of the Denver Federal Center within a maximum of eight (8) minutes or in accordance with NFPA 1710. The Contractor shall be a full participant in an established Mutual Aid Agreement with at least two (2) other municipal fire departments. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer at no cost or obligation to the Government, and must be received no later than January 4, 2010. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with West Metro Fire Protection District. Phone requests will not be honored.
