- RECOVERY--This acquisition is proceeding as a 100% set aside for small business competitive, Request for Proposals (RFP). This Procurement will be conducted under FSC CODE: R499, SIC CODE: 7389, NAICS Code: 541490. The size standard for this code is $7,000,000. Estimated Cost Range is between $500,000 and $1,000,000 JOB DESCRIPTION: The US Army Corps of Engineers, San Francisco District and the Coyote Valley Tribe of Pomo Indians are working in partnership for management and operation of the Pomo Visitor Center, Coyote Dam/Lake Mendocino. The Interpretive Planning Team will be comprised of members from the agency and Coyote Valley Band of Pomo Indians. The Plan will be based on the history and uses of the Coyote Valley as it relates to the Russian River Watershed, impacts on flood control, water management, fisheries and Pomo culture. The Plan will provide the framework for the design, fabrication and installation of new exhibits at the Pomo Visitor Center. The Plan will make recommendations for increasing the visibility and usability of the facility within the local community. The Contractor shall provide all labor, materials, equipment, travel, and facilities required to complete an Interpretive Exhibit Plan and design, fabrication, deliver and installation for a series of interpretive exhibits for the Pomo Visitor Center, Ukiah, CA. The plan will be based on the history and uses of the Coyote Valley as it relates to the Russian River Watershed, impacts on flood control, water management, fisheries and Pomo culture. The Plan shall provide the framework for the design, fabrication and installation of new exhibits at the Pomo Visitor Center. This framework shall be developed around a thematic statement and include all sub- hemes, topics, and related interpretive elements. The plan shall provide recommendations for increasing the visibility and usability of the facility within the local community. The plan shall include recommended educational messages as well as exhibit components designed according to CA State Curriculum Standards. The solicitation will be available on/about 3 December 2009, for Viewing/downloading documents. All BIDS will be due on/about 4 January 2010/1:00 pm PDT. The specific date and time will be identified in the solicitation. BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the IFB is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the IFB documents.
