- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This requirement is for a 5-year firm-fixed price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the production of Sonar Dome Rubber Windows, Type 1 (SDRW-1) Fairing Angle Assemblies. This requirement will be a total small business set aside. There will be a minimum of 3 units and a maximum of 25 units ordered. Delivery orders are planned on an annual basis for three to five sets per year with a delivery schedule of 120 days for the first set. The Contractor shall maintain a quality system that, as a minimum, adheres to the requirements of ANSI/ASQC Q9001-1994. The quality assurance requirements shall apply equally to the Contractor's subcontractors. Inspection and acceptance will be at origin with an acceptance period of 7 days. The assemblies shall be shipped in place and stored at the Contractor's facility pending shipping instructions from the PCO. The Contractor shall develop, operate, manage, and maintain the production, fabrication, assembly, and inspection facilities required for the production of fairing angle assemblies and provisions of the statement of work. The Contractor shall fabricate and assemble in accordance with the faring angle assemblies' Technical Data Package and the Statement of Work. NOTE: Access to technical data package with drawings requires contractors to be active in the Central Contractor Registration (CCR) and the Joint Certificate Program (JCP). The technical package will be posted to FedBizOpps and will be accessible at the same time the solicitation is posted. The solicitation is expected to be issued on or about 09 DEC 2009 and expected to close on or about 11 JAN 2010. The procurement will utilize full and open competition, Far Part 15. Award will be made competitively based upon price and past performance. It is the responsibility of interested vendors to monitor the FBO, NECO, and Crane websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
