Description
Q: If multiple ID/IQ contract awards are granted, will all awardees have the same scope of services? A: Yes, but individual task orders issued under the basic or master contract may be different to a specific awardee (so long as the task order scope falls within the scope of the master contract). Q: Will subsequent tasks issued under these contracts be competitively bid among the awardees? A: Yes, individual tasks with an estimated value >$3M will normally be competed IAW FAR 16.505, as well as IAW any specific ordering procedures specified in the contract. Provision is made to not compete orders as well when specific statutory exceptions apply, e.g., the agency need for the services is so urgent that providing for such competition would result in unacceptable delays; only one awardee is capable of providing the services required at the level of quality required because the services ordered are unique or highly specialized, etc. Q: Must the offerors/awardees have an office in Idaho Falls, ID and/or the metropolitan Washington DC area? A: No, unless such a need is specifically and legitimately called for to perform successfully on an individual order(s). Q: What is the budget for the requested services? Will there be a minimum award to successful awardees? A: This information will be available in the Request for Proposal. There is no specific "budget" for the basic or master contract; the basic contract will be a contract for services that does not procure or specify a firm quantity of services (other than a minimum or maximum quantity) and that provides for the issuance of orders for the performance of tasks during the period of the contract. Each contract will specify a guaranteed minimum quantity; this amount must be more than a nominal quantity; the Government?s obligation under each basic contract is limited to this minimum quantity specified. Each contract will also specify a maximum quantity that can be ordered both on a specific order basis, as well as an overall maximum that can be ordered against the basic over the life of the basic contract. The "budgets" or amounts for individual orders shall be specified on each order issued. Q: Can you please confirm that under the terms of (FAR) Part 15, universities, colleges, and national laboratories and their Maintenance and Operations (M&O) contractors could be considered as subcontractors to a team to support this opportunity? A: It is acceptable to utilize universities, colleges, and national laboratories and their Maintenance and Operations (M&O) contractors as teaming partners for this opportunity? Q: Is it allowable to submit questions for this Presolicitation through the email address listed in the presolicitation notice? A: Yes; however after today (November 18, 2009), questions related to the presolicitation notice will not be accepted.
