- ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: VA Medical Center, Atlanta, Georgia is seeking qualified A/E Firm to furnish professional services to provide all supervision, labor, materials, and design services necessary to accomplish complete contract drawings, specifications, technical reports and cost estimates for the correction of the Main Towers building faade deficiencies for Project 508-10-105 Building Faade Improvements. This acquisition is a 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns and the award of a firm fixed-price contract is anticipated. The NAICS Code for this acquisition is 541310 and the applicable Small Business Size Standard is not more than $4.5 Million dollars average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $2,000,000.00 and $5,000,000.00. Work shall include but is not limited to installing through wall flashing and open head joint weeps at shelf angles, replacing all damaged brick and repointing damaged mortar joints, removing and replacing new backer rod and sealant, sealing all open penetrations and replacing all broken stone tiles. Based upon the approved Schematics and the building faade assessment (reference only) to be furnished by the VA, and any further adjustments in the design scope or quality of the project, the A/E shall ascertain the requirements of this phase of the work and shall prepare, for approval by the VA, Construction Documents and other documents setting forth in detail the requirements for bidding and contracting for the execution of this project. The A/E shall be responsible for producing a complete set of drawings, design narrative/analysis, calculations and edited VA specifications, and detailed cost estimates in accordance with professional standard practices. The A/E shall also outline the phasing requirements, if necessary, for the project. These phasing requirements shall describe the general sequence of the project work, estimated project duration, and what government constraints will exist that will influence the Contractors approach to the construction project. The A/E shall be responsible for recording the phasing requirements. The A/E shall develop a design, detailed construction estimate, and written report to be discussed with the engineering staff. Interested firms shall submit two (3) copies of their SF 330 to "Contracting Officer, Attn: R. Anthony Stephens, Department of Veterans Affairs, 1670 Clairmont Road, Room GC-125, Decatur, GA 30033-4004 not later than (NLT) 3:00 PM (EST) December 18, 2009 (12/18/2009). NAICS codes: 541310. Interested parties shall ensure current State Licensing, and shall have current registration in the Central Contractor Registration (CCR) database at http://www.ccr.gov and the VetBiz Information Pages (VIP) at http://www.vip.vetbiz.gov, as well as the VETS 100 program, https://vets100.vets.dol.gov/vets100login.htm. In addition, current annual Representations and Certifications must be filed online at https://orca.bpn.gov. The following evaluation criteria will be used during the A/E selection process: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to perform the work in the required time; (4) Past performance on contracts with government agencies and private industry; (4) Location in the general geographical area of the project and knowledge of local conditions and codes; (5) CAD capability. Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. THIS IS NOT A "REQUEST FOR PROPOSAL."
