Description
NASA/GSFC has a requirement for the Hydrospheric and Biospheric Sciences (HBS),Contract No. NNG09HP08C at NASA/Goddard Space Flight Center (GSFC)to create and design anew verison of the LVIS instrument capable of the same level of performance, but modifiedfor operations in a high-altitude, autonomous environment. The design will be based onthe existing LVIS instrument, and will utilize several componet designs (i.e. theaircraft structure, the pressure enclosure, and the data system) that were recentlydeveloped for the Cloud Precipitation Lidar (CPL) on the Global Hawk. The new LVIS-GHinstrument will incorporate some of the latest in NASA and commercially-developed lasers,detectors, digitizers, and imaging systems resulting in an autonomous, high-altitude,wide-swath, full-waveform laser altimer for use in the NASA Global Hawk aircraft. Thiseffort will provide the mechancial, electrical, optical, thermal infrastructure andhardware, aircraft mounting structure, and electrical control and data collection systemfor this instrument. This effort will also include the integration of severalGovernment-provided components and subsystems for integration and ground-based testing ofthe entire system on the Global Hawk aircraft. This task under the HBS contract will beperformed utilizing American Recovery and Reinvestment Act (ARRA) funds. NASA/GSFC intends to award a new Task 043 under Contract No. NNG09HP08C with Sigma SpaceCorporation,4801 Forbes Blvd., Lanham, MD 20706. The Cost Plus Fixed Fee (CPFF)typecontract was competitively awarded to Sigma Space Corporation, on June 15, 2009. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.An Ombudsman has been appointed.
