- This Request for Information (RFI)/Sources Sought (SS) Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of U.S. Army Medical Research and Materiel Command (USAMRMC). USAMRMC is Headquartered at Fort Detrick, Maryland, which supports six laboratories and seven organizations located throughout the United States, Europe and Asia. Its mission is to provide medical knowledge and materiel lifecycle management to protect, treat and optimize Warfighter health and performance across the full spectrum of operations. The Defense Medical Research and Development Program (DMRDP) is being initiated in fiscal year 2010 (FY10) to augment the related medical research and development programs of the Army, Navy, Air Force, and Defense Advanced Research Projects Agency (DARPA). The program is intended to discover and explore innovative approaches to protect, support, and advance the health and welfare of military personnel; to accelerate the transition of medical technologies into deployed products; and to accelerate the translation of advances in knowledge into new standards of care for injury prevention and treatment of casualties that can be applied in the field and clinic. The DMRDP is posting this RFI/SS in order to: (1) identify candidate medical and supporting products that are highly relevant to the prevention and management of militarily relevant injuries and diseases arising in military personnel as a result of deployment and combat operations and are in need of additional development funding to meet requirements for commercialization and/or military acquisition and deployment; (2) identify organizations that have developed concepts for relevant human studies and possess appropriate scientific and/or medical expertise, experience, and resources to conduct studies that provide scientifically sound evidence to warrant broad adaptation of standards by the Department of Defense (DoD) and larger medical communities in areas of military need; (3) identify clinical trials with the potential to have a significant impact on prevention, detection, diagnosis, treatment, and/or quality of life; and (4) obtain and acquire industry information on the availability of militarily relevant textiles, pharmaceuticals, medical supplies, and equipment items. Note that this is not a Request for Proposal (RFP). No RFP is available and USAMRMC or USAMRAA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses must be identified with W23RYX1118RFI1, and are due no later than 4:00 P.M. Eastern Standard Time on December 18, 2009. All proprietary information should be marked as such.
