Description
The Defense Distribution Center, New Cumberland has a requirement to procure supply and logistics support services for the Defense Logistics Agency Norfolk Naval Shipyard (DLA-NNSY.) DLA-NNSY’s primary mission is to plan, program, manage, and execute efficient and effective receiving, storage, inventory, stock readiness, issue processing, packaging, and distribution in support corporate shipyard customers including the Norfolk Naval Shipyard and Naval Station Norfolk. The supply and logistics support will include requisition processing, material storage and warehousing operations, receipt processing, transportation and shipping, information technology support, material handling equipment, and delivery vehicles within timeframes that support customer requirements and readiness. Temporary supply and logistics support may be required at off-yard project sites which may require travel to CONUS and OCONUS sites. This work is to be performed in a customer service environment, providing supply and logistics support to corporate shipyard customers. The estimated award date for this requirement is March 1, 2010. The contract period of performance consists of a 30 day phase-in period prior to full performance, one base year (1 April 2010 through 31 March 2011), and one option year. This requirement will be solicited under the Small Business Administration’s 8(a) program on a full and open competition after the exclusion of sources. It is anticipated that the solicitation will be posted to this site the week of December 7, 2009. Amendments to the solicitation will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. Interested offerors are encouraged to use the “Register to Receive Notification” function to register as an interested vendor. The Government intends to award a contract resulting from this solicitation to the responsible offeror using the Lowest Price Technically Acceptable (LPTA) Source Selection Procedures. Proposals shall be evaluated for acceptability only and shall not be rated. Award will be based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factors. The non-cost factors shall include a Technical Proposal and Past Performance. These will be used to evaluate proposals. All non-cost factors shall be evaluated on a “go/no go” basis. If a proposal has been determined acceptable (“go”) under each of the non-cost factors, the proposal will then be evaluated for the lowest price. NOTE: All offerors MUST be registered in the Central Contractor Registration (CCR) Database at http://www.ccr.gov or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award.
