- The Contracting Center of Excellence (CCE), on behalf of the Department of Defense, Office of the Deputy Under Secretary of Defense (OUSD) for Military Community and Family Policy intends to issue a Request for Proposal (RFP) for personnel, equipment, materials, supervision, and other items and non-personal services necessary to perform research services. The objective of this project is to contribute to an understanding of the effects of wartime deployments on families and children. The project will: 1) identify how strengths and needs in response to deployments vary by the ages of the children in the family; 2) identify the strengths and gaps in programs for children with parents who have been deployed; 3) review and identify current promising practices; 4) use criteria from review of existing programs to develop an evaluation tool to identify new promising practices that promote resiliency in families and children dealing with deployment; 5) utilizing results, develop online database in collaboration with DoD websites to profile promising practices for children with family members in deployment. The findings will help develop responses to the needs of children and families that respond to the varying needs of children at different ages. The proposed period of performance will be a one-year base period with one (1) one-year option period. Tasks required will be performed primarily at the contractors facility. A Single Award, Firm Fixed Price type contract is contemplated. This proposed RFP will be Full and Open and IAW FAR 35.007 will initially be distributed only to sources technically qualified to perform research or development in the specific field of science. The NAICS code is 541720, Small Business Size Standard of $7.0 Million. Interested concerns that are certified and qualified in NAICS code 541720 are encouraged to submit a capability paper, or white paper. These papers are not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified. Capability papers must not exceed 3 pages and must be submitted electronically to Johnny Redford, Contract Specialist, e-mail: johnny.redford@us.army.mil. It is anticipated that solicitation number W91WAW-10-R-0013 will be issued on or about 9 December 2009, and will be available via the Federal Business Opportunities webpage at http://www.fbo.gov. The exact closing date and time of the solicitation will be identified in the solicitation package. It is the sole responsibility of the offeror to review the webpage frequently for any updates/ amendments & in the case of the RFP being issued prior to 9 December 2009. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov.
