- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is VA-776-10-RQ-0014 and is issued as a request for quotation (RFQ) using Simplified Acquisition Procedures found in FAR 13.1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-29. This solicitation is unrestricted; the associated NAICS code is 511120. Closing date for this notice is 1000 EST 11/23/2009. RESPONSES SHALL BE SUBMITTED VIA E-MAIL TO THE CONTRACT SPECIALIST AT CHARLES.HOLMES@VA.GOV. All responsible sources may submit a capability statement or quotation which shall be considered by the agency. STATEMENT OF WORK FOR NEW ENGLAND JOURNAL OF MEDICINE: 1. Introduction: The Department of Veterans, Veterans Affairs Library Network (VALNET) is a health sciences library network of national significance. Under the One VA concept, VALNET member libraries support the Department of Veterans Affairs (VA) Health Care System, the Veterans Benefits Administration, and the National Cemetery Administration. VALNET libraries and librarians provide knowledge-based information for clinical and management decision-making, research, and education to enhance the quality of care for the more than 5 million veterans enrolled in the VA Health Care System. VALNET serves a diverse group of users, including VA staff and employees; students and trainees in affiliated teaching programs; and veteran inpatients and outpatients, their families, and caregivers. 2. Scope of Work: The Department of Veterans, Veterans Affairs Library Network (VALNET) requires an Annual renewal of New England Journal of Medicine Academic/Clinical site license access. The license shall provide unlimited enterprise-wide access with no geographic or concurrent user limitations. The content will be available in both HTML and PDF formats. The subscription will include early release of articles that impact public health, access to online-only supplements and images, full-text archive back to 1993 and abstracts back to 1975. The service shall include permission for libraries to fulfill interlibrary loan requests electronically, provide detailed usage reports and include customized MEDLINE search functionality. The subscription will run on a fifty two week (or yearly) basis. 3. Performance Period: January 1, 2010 through December 31, 2010 with three (3) one year option periods. See RFQ-Amendment VA-776-10-RQ-0014 0001 for SF-1449. OFFEROR RESPONSIBILITIES: All offerors shall fill in the following blocks on the first page of the SF-1449: 2, 17a, 23, 24, 26, and 30a-c. All offerors shall also submit an electronic copy their quote.
