Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division is interested in receiving information/product samples from vendors about a Lightweight Durable / Reliable Magazine (LDRM) for the SCAR (SOF Combat Assault Rifle) series MK 16 and MK 17. This is part of market research and any items submitted will not be utilized as part of a large contract down-select but rather to further the government's understanding of market capabilities. All interested sources of any type of 5.56mm NATO (STANAG 4179 - M16 compatible) and/or 7.62mm NATO capable magazines which might be adaptable to SCAR applications, while meeting durability and reliability requirements are encouraged to submit company and product literature, references and any other pertinent information for the government's consideration. Major components / characteristics of interest to the government include: 5.56mm capable magazines configured for 20 and 30 round capacity and 7.62mm capable magazines of 10 and 20 or 25 round (goal) capacity. Prospective magazines must be lighter weight than comparable currently used magazines (which are steel body), and highly resistant to the battlefield environment to include corrosion, rough handling, and chemicals. Magazines must drop free of the rifle when released and not interfere with use of the under-slung MK 13 Grenade Launcher (EGLM - Enhanced Grenade Launcher Module). Magazines should be capable of remaining fully loaded for extended times without degradation. FN produced SCAR rifles / components are available on the commercial market. Interested organizations should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc) a brief summary of the company's capabilities, description of facilities, personnel, and related manufacturing experience. Also provide any supporting information such as commercial literature, catalogues, manuals, etc. Submission of product samples along with your response is encouraged but not required. It is understood that representative product samples may or may not directly interface with SCAR at this time. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest in this response is appreciated. Interested vendors should provide information regarding this announcement no later than COB on Friday 18 December 2009 to: Ms. Jamie Wilson, Code CXML, Bldg 3422, NSWC, Crane, IN 47522, telephone (812) 854-8857 or e-mail at: jamie.m.wilson@navy.mil with a copy to david.armstrong@navy.mil, NSWC Crane, JXNLL.
