- RECOVERY ACT PROJECT: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS PROJECT OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTORS UNDER THE CURRENT MALMSTROM AFB, MT SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER) INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT. GENERAL: The Contractor shall perform all services necessary to accomplish complete and functional installation of the proposed project. This installation shall be accomplished in accordance with the Simplified Acquisition of Base Engineering Requirements (SABER) specifications, the associated drawings, and additional requirements of the Statement of Work as discussed in the following paragraphs. The contractor shall comply with pertinent sections of the SABER specifications in relation to the work identified in the project, whether or not specific sections are referenced. REQUIREMENTS: The Contractor shall provide all labor, material, equipment and incidentals necessary to repair and construct screens around HTHW Valves, air handlers, and dumpster enclosures. All finished blockwork must be sealed with 2 coats of waterproof sealant on both sides. Work will include demolition, excavation, backfill, compaction, concrete work, and CMU block work. All excavated, unused fill will be hauled and disposed of off-base. Major items of work shall consist of: Area 1 Demo : Demolish and remove section of footer where CMU wall has been demolished. Demo block appropriately for toothing the repair. Area 1 New : Pour new footer to match dimensions of existing footer. Dowel new footer section into existing footer. The toothed repair on each side shall have a concrete-filled cell, doweled vertically into the footer. Repair with 8"X8"X16" Splitface (outside face) CMU block. Match existing wall height and grout cap. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells, dowled into new footer. Each bondbeam will be doweled into existing CMU wall. Area 2 Demo : Remove and dispose of existing vinyl fence posts. Remove and dispose of northwest CMU pilaster. Excavate as required for new footer to ensure that new footer will be below existing grade. Area 2 New : Prep area for new grade beam. Compact sub base and cover with 6" of compacted base course. E nsure a void is maintained between bottom of concrete footing and top of High Temp Hot Water (HTHW) line vault. Use void forms or polyethelene foamboard, as required, to maintain void. Concrete footer will be 2' wide and 1' high and run on three sides with continuous reinforcing. Flightline side will remain open with no CMU wall or footer. Construct screen of nominal 8"X8"X16" Splitface (outside face) CMU block. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells, doweled into footer. Backfill as needed. Line area enclosed by wall with landscape fabric and fill with 4" river rock and seed any disturbed areas around wall Area 3 Demo : Demolish and remove vinyl fence. Corners will remain in place. Area 3 New : Replace vinyl fence with 8"X8"X16" Splitface (outside face) CMU block. Match existing corner height and grout cap. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells, dowled into existing slab. Take care not to penetrate bottom of existing slab when drilling for dowels. Each bondbeam will be doweled into existing CMU corners. Area 4 Demo : Remove and dispose of corner pilaster and attached sections of vinyl fence. Excavate as required for new footer to ensure that new footer will match grade of existing fence post foundations. Area 4 New : Prep area for new grade beam. Compact sub base and cover with 6" of compacted base course. Drill for 8' caissons. E nsure a void is maintained between bottom of concrete footing and top of High Temp Hot Water (HTHW) line vault. Use void forms or polyethelene foamboard as required, to maintain void. Concrete grade beam will be a minimum 2' wide and 1' high and will match grade of existing fence pilaster foundations. Grade beam will be constructed on a minimum of 2 each, 8' steel-reinforced concrete caissons, see attached drawings for detail. Construct screen on grade beam of nominal 8"X8"X16" Splitface (outside face) CMU block to match height of existing fence pilasters. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells. Backfill as needed. Line area enclosed by wall with landscape fabric and fill with 4" river rock and seed any disturbed areas around wall. Match existing grout cap. Area 5 Demo : Remove and dispose of gate pilaster and 1 pilaster north of gate. Remove gate to be replaced with new. Remove and protect vinyl fence, to be reinstalled. Sawcut, remove, and dispose of an approximate 10' section of existing 8" foundation wall. Excavate and sawcut asphalt, as required, for new footer to ensure that new footer will match grade of existing foundation wall. Protect sidewalk from damage. Area 5 New : Construct new steel-reinforced footer to replace 8" foundation wall. Dowel new footer into existing foundation on both ends of repair. New foundation will be a minimum 16" wide and will match grade of existing fence pilaster foundations. Construct 4 LF of CMU screen, on new foundation, of nominal 8"X8"X16" Splitface (outside face) CMU block to match height of existing fence pilasters. CMU screen shall match existing height of fence pilasters. Grout-fill entire screen and dowel all CMU cells into new foundation with #5 rebar. Patch asphalt, as required. Area 6 New : Prep area for new thickened edge slab. Construct slab as specified in attached drawings. Compact sub base and cover with 12" of compacted base course. Construct 7' 4" screen on thickened edge slab of nominal 8"X8"X16" Splitface (outside face) CMU block. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells. Backfill as required along edge of slab. Area 7 Demo : Demolish and remove vinyl fence. Corners will remain in place. Area 7 New : Replace vinyl fence with 8"X8"X16" Splitface (outside face) CMU block. Match existing corner height and grout cap. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells, dowled into existing slab. Take care not to penetrate bottom of existing slab when drilling for dowels. Each bondbeam will be doweled into existing CMU corners. Area 8 Demo : Demolish and remove vinyl fence. All pilasters will remain in place. Area 9 New : Replace vinyl fence with 8"X8"X16" Splitface (outside face) CMU block. CMU screen shall be 1 course lower than existing corners. Configure bottom course of block with gaps, per attached drawing. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells, dowled into existing slab. Area 10 New : Replace vinyl fence with 8"X8"X16" Splitface (outside face) CMU block wall, 7' high, per attached drawing. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells, dowled into existing slab. Take care not to penetrate bottom of existing slab when drilling for dowels. Area 11 Demo : Demolish and remove vinyl fence. Area 11 New : Concrete grade beam will be 2' wide and 1' high with continuous reinforcing. On concrete footer, construct 8"X8"X16" Splitface (outside face) CMU block wall, 7' high, per attached drawing. Place 9 gauge horizontal truss reinforcement every other row. There will be (3) continuous bondbeams with 2 each #5 rebar and one #5 vertical rebar at 32" O.C. with concrete filled cells, doweled into footer. Line area enclosed by wall with landscape fabric and fill with 4" river rock and seed any disturbed areas around wall. Area 12 Demo : Demolish and remove CMU fence. Area 12 New : Prep area for new grade beam. Remove and protect lettering on existing CMU wall, to be reused. Compact sub base and cover with 6" of compacted base course. Concrete grade beam will be 2' wide and 1' high with continuous reinforcing. On concrete footer, construct 8"X8"X16" Splitface (outside face) CMU block wall; match height of existing CMU wall, per attached drawing. E nsure a void is maintained between bottom of concrete footing and top of High Temp Hot Water (HTHW) line vault. Use void forms or polyethelene foamboard, as required, to maintain void. Additionally, any material to be used and not listed on submittal schedule must be approved before using. CONSTRUCTION ESTIMATE: Estimate shall be sorted / subtotaled by the Location Codes used in the "blanked estimate" supplied. DESIGN DRAWINGS: Contractor shall prepare three (3) 24 x 36 sheets (cover sheet, demo/new site plan, & details). Drawings shall be submitted for approval prior to start of work. ASBUILT DRAWINGS: The Contractor prepared Detail Design Drawings shall be updated to reflect asbuilt configuration IAW Section 01010 of the SABER specifications. After approval of the redlined blueprints, the full sized mylar originals shall be updated.
