Description
This announcement is NOT A SCREENING INFOMRATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Furthermore, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The Federal Aviation Administration (FAA) intends to award a single source contract to Noblis, Inc. on December 1, 2009 to provide technical support to the Data Communications program. This support includes benefits modeling work as well as highly skilled engineering activities such as system thread and performance analyses. These analyses are required to ensure completeness and correctness of Data Communication requirements and to document the operational and technical rationale supporting the Data Communications performance requirements. These analyses will result in the final Data Communication technical specification, to include: Systems Functional Architecture Document, System Thread Analysis Document, System Performance Architecture Document, System Loading Analysis Document, En Route Automation Specification, Tower Data Link System Specification, as well as the Monitor and Control specification. Work will continue in order to complete benefits modeling for operational scenarios, such as Revised Departure Clearance. The purpose of this announcement is to inform industry of the FAA's decision to award a non-competitive contract to Noblis. The FAA has determined that it is critical to continue work on an uninterrupted basis with Noblis until such time as the Data Communications requirements for the En-Route environment are developed and awarded. For the last nineteen months, Noblis has supported the FAA in the above tasks under the Data Communications program. To successfully finish these tasks, continuity of support is required. This award will allow the FAA to maintain continuity and consistency in development of the benefits modeling and specification development without any delay to our JRC milestones.A competitive solicitation is not available for this procurement. Any questions regarding this announcement must be directed to Vito Pietanza, Contracting Specialist by 10:00 A.M., Eastern Standard Time, Monday, November 30, 2009. The FAA will not pay for any information or any administrative costs incurred associated with any response to this announcement.
