REQUEST FOR INFORMATIONRegional Contracting Office - Far East MCB Camp S.D. Butler, Okinawa Japan 1.0 Description 1.1 The USMC Regional Contracting Office Far, East (RCO) is issuing this Request for Information (RFI) in support of the Consolidated Public Affairs Office (CPAO), in seeking information from prospective publishers interested in publishing the Marine Corps Base Camp Butler quarterly bi-lingual magazine Big Circle as a commercial enterprise (CE) publication. Any information/suggestions that may improve the quality of the upcoming solicitation is appreciated. 1.2 THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Data submitted in response to this RFI will not be returned. Information is being requested in order to make potential future requirements better for industry and the Government. 2.0 Statement of Objectives 2.1 PURPOSE: The CPAO desires to convert our Big Circle magazine from an appropriated fund publication (without advertising) to a commercial enterprise (CE) publication (with advertising) for the express purpose of increasing readership and circulation. The magazine is bilingual and intended exclusively for Japanese readers. Text is in English and Kanji. The magazine is currently 24 pages, including front and back covers. The magazine is currently printed four times a year with an average of 8,250 copies per issue. The magazine is distributed on Marine Corps Base Camp Smedley D. Butler to Japanese employees. During the annual camp festivals on Okinawa as well as other community relations events, the magazine is provided to visitors. In addition, the magazine is published online (http://www.okinawa.usmc.mil/BigCircle/ BigCircle.html) and readers subscribe to an on-line distribution list. Once the magazine is posted to the internet the CPAO notifies readers by e-mail that the magazine is available online. For each issue, nearly 4,000 copies are mailed to nearly 1,300 different addresses in Japan, to includes schools, businesses, government offices, civic organizations, business and civic leaders, hospitals, libraries, media agencies, and JSDF units, for example. Some addresses receive only one copy while other addresses receive multiple copies. CPAO desires to contract with a commercial publisher to sell advertising for inclusion in the magazine, print the magazine, and grow the distribution to Japanese audience. Editorial content would be controlled and produced by CPAO while all advertising space would be managed by the publisher. Circulation totals and publication frequency could be adjusted by publisher based upon publisher's success at increasing the magazine's readership. This contract would be at NO COST to the U.S. government and the magazine must be circulated FREE of charge to general public. Any and all profits generated by the sale of advertising for the magazine would be the publisher to keep. All interested parties shall submit their company profile and any pertinent information that would be useful in assisting the Government on any future solicitation that may result from this RFI. 3.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources interested in contracting with the U.S. Government to manage the marketing, advertising sales, printing, and distribution of Big Circle magazine. The information provided in the RFI is subject to change and is not binding on the Government. The U.S. Marine Corps has not made a commitment to contract any services, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Note: This Request for Information is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such.
