- Description
- The United States Air Force Space and Missile Systems Center (SMC) MILSATCOM Systems Wing (MCSW) intends to issue a contract, FA8088-10-C-0002, to acquire Milstar and Defense Satellite Communications System (DSCS III) satellite operations and logistics sustainment support. This 5-year contract will provide for satellite-sustaining maintenance engineering in support of satellite health and safety, and system and mission operations. This is a continuation of effort to the existing Milstar and DSCS Orbital Operations Support (OOS) and MILSATCOM Logistics Sustainment Support (MLSS) contracts currently performed by Lockheed Martin Space Systems Company, 111 Lockheed Martin Way, Bldg 157, Sunnyvale, CA 94089. MCSW intends to award a contract on a sole source basis under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2). Award to another contractor will result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Based on an evaluation of Statements of Capability submitted in response to the sources sought notice issued on 30 Jun 2008 for this effort, MCSW concluded that only the incumbent, Lockheed Martin Space Systems Company (LMSSC), possesses both the capability and experience necessary to effectively provide Milstar and DSCS operations and logistics sustainment support. LMSSC was the only contractor with demonstrated Milstar and DSCS III satellite and ground system logistics capability, past program experience, and knowledge to perform the required software, hardware, and system/anomaly analyses; system design, maintenance, integration and test; and individual spacecraft configurations, orbital operations and procedures. While this notice of intent is for information purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information which shall be considered by the agency. Capabilities information, which shall not exceed 20-pages in length, may be emailed to: tracy.stroud@losangeles.af.mil. Responses from small, disadvantaged business firms are highly encouraged. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any cost associated with submission of information in response to this or previous notices.
