- THIS IS A SOLICITATION FOR OFFERS. PROPOSALS DUE: Monday, December 21, 2009 @ 2:00PM EST PRE-PROPOSAL MEETING: Monday, November 30, 2009 @ 10:00AM, Room 2A of the Green Federal Building, 600 Arch Street, Philadelphia, PA 19106. A Government issued ID, such as a drivers license, is required to enter the Federal Building. Attendance at the pre-proposal meeting is encouraged, but not required. The solicitation for this procurement will be issued on or about Tuesday November 19, 2009. The method of procurement will be Full & Open Competition with no restrictions. The United States General Services Administration has a requirement for a firm to provide all labor, equipment, and supervision necessary for the complete renovation of the public restrooms located on floors 1 -22 of the James A. Byrne Federal Courthouse located at 601 Market Street, Philadelphia, PA. 19106. The construction project duration is 210 calendar days. In addition to installing new ceramic tile over the existing ceramic tile located on the floors and walls in all restrooms, the contractor will be required to do the following in all of the public restrooms: adjust all dampers and ceiling registers to provide the proper air flow; provide new registers and new ball valves on the domestic water lines; provide stop valves at the devices utilizing angle valves set at a 45-degree angle. The successful firm must have relevant past experience working on projects of a similar scope. Relevant experience includes installing new ceramic tile over existing ceramic tile. This construction award will be a firm fixed price contract. Proposals will be evaluated in accordance with the Best Value Trade-off Process where evaluation factors other than price, when combined, are approximately equal to price. The technical evaluation factors in descending order of importance are: Relevant Past Performance 2. Key Personnel and 3. Small Disadvantaged Business Plan. Separate technical and price proposals will be required. Further information regarding the requirement and the evaluation process will be released as part of the solicitation package on or about Tuesday November 19, 2009. The estimated price range for this requirement is between $5,000,000 and $10,000,000.
