Description
Under the authority of FAR 13.106-1(a)2(b), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA intends to award a Firm Fixed Price Purchase Order to University of Michigan Dearborn of Dearborn, MI, to develop a laser assisted cold spray nozzle which provides a critical functionality to the manufacturing platform for depositing bio-compatible composite coatings onto their custom implants. The proposed contract includes design and development which will have the ability to (a) design develop and demonstrate the laser assisted cold spray nozzle concept, (b) demonstrate coatings with low plastic strain and determine the in-vitro response and (c) demonstrate coatings with higher HAP content without broken particles. Within their ongoing program On Demand Custom Body Implant and Prosthesis (W911QY-09-C-0011), the contractor demonstrated that hydroxyapatite (HAP) and titanium biocompatible composite coatings could be cold sprayed without compromising their desirable phase constituents of HAP. However, when the HAP content was increased above 50%, voids as well as broken particles were observed in these coatings. Furthermore, the in-vitro studies in simulated body fluids showed higher corrosion response with cold sprayed composite coatings due to the presence of significant plastic strain. In order to reduce the plastic strain during deposition as well as enable higher HAP content without cracked particles in these coatings, they propose to develop a cold spray nozzle that couples a laser beam coaxially to the nozzle. This would eliminate any post treatment required for enhanced bio-compatibility. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division, via e-mail at jonathan.lehmann@us.army.mil. no later than 2 December 2009, 12:00 pm EST.
