- THIS IS A SOLICITATION FOR OFFERS. PROPOSALS DUE: Friday, December 4, 2009- 2:00PM EST. PRE-PROPOSAL MEETING: Tuesday, November 3, 2009- 10:00AM EST; J. Caleb Boggs Courthouse & Federal Building, 844 N. King Street, Wilimington, DE 19801 The United States General Services Administration has a requirement for a firm to provide all labor, material, equipment, and supervision necessary for construction services for the Recovery Lobby Expansion and Lighting Replacement Project at the J. Caleb Boggs Courthouse and Federal Building in Wilmington, Delaware. The project includes renovation and expansion of the main lobby entrance of the building. The lobby improvements will implement a new energy efficient entrance vestibule with energy efficient lighting fixtures inside and under the loggia and exterior glazing. Lighting fixtures in the parking garage and stairwells will be replaced with energy efficient fixtures. Lighting upgrades will be made in the loggia soffit area, stairwells, and in the parking garage. The J. Caleb Boggs Courthouse and Federal Building, located in Wilmington, Delaware, is a 1970s era structure with six-stories, plus one level below grade. The 180,000 gross square ft. building is comprised of a reinforced concrete frame, with the exterior consisting of pre-cast concrete panels above the first floor and limestone veneer on the lower levels. The building was designed, and is currently being used, as a combined courthouse and federal office building. The primary use of the building is to house the Courts and Court related functions. The method of procurement for this requirement is Full & Open Competition with no restrictions in accordance with FAR Part 19.10- Small Business Competitiveness Demonstration Program. The NAICS code applicable to this project is 236220 with a small business size standard of $33.5 million. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit. The technical evaluation factors are listed below in descending order of importance: 1. Past Performance 2. Technical Plan 3. Key Personnel For evaluation purposes, Technical Plan is slightly less important than Past Performance. Key Personnel is substantially less important than Technical Plan. The Technical evaluation factors, when combined, are considered significantly more important than price. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Separate technical and price proposals will be required. The project period of performance will be 365 calendar days and the estimated price for this requirement is between $1,000,000.00 and $5,000,000.00. The solicitation can only be obtained by accessing the Federal Business Opportunities website (FedBizOpps - https://www.fbo.gov). It is fully integrated with other electronic Government initiatives such as the Central Contractor Registration (CCR) database, and is available for use by all Federal Agencies. In order to obtain information from FedBizOpps, you will first be required to register with CCR. The Central Contractor Registration database is part of the Business Partner Network, an e-gov initiative and will be used to validate vendor identity. Effective October 1, 2003, all Government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL, www.bpn.gov. Once you have registered with CCR you will be required to register with FedBizOpps. No federal documents or drawings can be downloaded until registration is completed at both sites.
