Description
Design/Build Services for P-034, Main Gate Security Improvements,NWS Earle, Colts Neck, NJ Place of performance: NWS Earle, Colts Neck, NJ Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 9742 MARYLAND AVENUE, NORFOLK, VIRGINIA 23511-3095 Project Description: This project will provide for gate access realignment; reinforced fencing along the public highway; new security fencing surrounding guardhouse area; removal of existing parking areas; new hardened guard house, local area network (LAN), and base wide alarm duress system; site lighting with connections tied into existing generator; raised median; rejection area for privately owned vehicles (POVs); permanent vehicle inspection shelter with CCTV, access lanes for one truck and two POVs side by side; undercarriage video surveillance equipment; permanent passive security barriers; two active (pop-up) vehicle barriers; elevated fighting position; hardening of existing generator; sidewalks and landscaping; relocate entrances to parking for Family/Housing Services and to Explosive Ordnance Disposal (EOD); construct new connector road to EOD; demolish existing pass and identification office; construct new pass/ID within a new inspection facility and provide 54 parking spaces. The Base (Item 0001) will provide for the aforementioned work; Item 0002 (Option 1) is for Portland Cement (PCC) in lieu of Bituminous Concrete; Item 0003 (Option 2) is for Furniture, Fixtures and Equipment (FF&E). The estimated contract completion for the project with all options is 378 days from Notice to Proceed and the estimated contract to budget is $8,160,000. The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Technical factors will be evaluated based on their technical merits for the identified criteria. Proposals will be evaluated based on all technical factors (Factors 1-5) and price factor. All technical factors and sub factors are of equal importance. Technical is approximately equal to price. The Basis of Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria. The tentative date/time for submission of proposals is 05 January 2010, 2:00 PM (EST). The solicitation will be listed as N40085-09-R-7015 on Naval Electronic Commerce Online (NECO), https://www.neco.navy.mil. The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33.5M. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
