Description
Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a firm fixed price purchase order for SEMT/Pielstick Engine service and parts for the USNS YUKON. Original equipment manufacturer (OEM) parts are required. Any offer for other than OEM parts will not be considered. The following parts are required for PC 4.2 engines end item application: Overhaul ten (10) Pielstick Model PC 4.2 cylinder heads and liners in accordance with PC 4.2 Pielstick orginal equipment manufacturer (OEM) recommended methods and procedures. Ten (10) cylinder heads, six (6) heads with air start and relief valves and four (4) heads without air start and relief vavles. Ten (10) Liners. Parts shall be OEM parts only from SEMT or Colt-Pielstick. 7.0STATEMENT OF WORK REQUIRED 7.1 Collect the cylinder heads and liners from the MSFSC Warehouse at BATS in San Diego, Ca. Work shall be completed and the heads/liners returned to the MSFSC warehouse in BATS. 7.2 The Contractor shall perform all work in accordance with PC 4.2 Pielstick original equipment manufacturer (OEM) recommended methods and procedures. 7.3 Record the serial number on the heads and liners. Completely disassemble the heads ancillary components. Degrease the exterior of the heads. Chemically clean the internal passageways. If bore scope inspection reveals appreciable scale, de scale the cooling water gallery in the cylinder heads by forced circulation of the descaling agent. Repeat the process as many times as necessary to clean the heads. After de-scaling, circulate a 2% to 3% solution of washing soda to neutralize the de-scaling agent. 7.3 Hydro / NDT (dye penetrant) test cylinder heads and exhaust valve cages to prove tightness. Test the cylinder heads relief, air start valves, and air cocks. Replace inlet valve seats. Lap all landings, start air valve, exhaust valve, injector, and lower landing surfaces. NOTE: Do not attempt to grind the cylinder head seat deeper than 0.019 inch (5 mm). Clean and overhaul all threads. Grind inlet seats and valve stems to MFG Specs. Reassemble the cylinder heads using new Contractor Furnished Material. See the attached material list provided by the contractor.. Provide and as found and completion report for each head. 7.4 Testing shall be conducted in the presence of a representative of the American Bureau of Shipping. Contractor is responsible for making these arrangements and is to include the price of surveyor visits and reports in the overall price of reconditioning the heads. Furnish the MSC Representative with the original and 3 copies of all ABS reports. 7.5 Remove the air start valves, safety valves, exhaust valve cages and indicator valves. Disassemble clean, inspect, test and reinstall all valves. Provide a condition found report for each valve. Perform all minor repairs i.e. lapping, grinding and pressure settings required to bring valves back to mfg specifications. Provide all minor parts i.e. helicoils, etc. All other parts identified in the “as found” report will be handled by a Contract Modification. 7.6 Hydro the cylinder heads and exhaust valve cages to prove tightness. Procure the Services of an American Bureau of Shipping Surveyor to witness the hydro tests. 7.7 Clean, inspect and measure liners prior to honing. Conduct a crack performance test at the lower liner collar and O-ring areas. Hone liners to mfg spec, SEMT Bulletin # 480927. Measure liners after honing. Perform roughness test. Perform min machining (to clean up) upper/lower collar landings of each liner. Provide a condition report on each liner. Any additional repairs will be handled by a contract Modification. Clean, preserve and prepare the liners for transport (vertical crate). 7.8 Return the overhauled cylinder heads and liners to the MSC warehouse at Bats in San Diego, Ca. 7.9 Paint Requirements: 7.9.1Paint the overhauled cylinder heads with the OEM approved high temperature engine paint (grey). 7.10 Testing and Reports: 7.10.1 The Contractor shall provide 3 copies of service reports with copies of the ABS Surveyors’ report for each individual cylinder head and liner, each identified by serial number, to the Port Engineer.
