- The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, FL, is requesting a Sources Sought Market Survey on commercially available transparent armor that may be potentially useful in a Government led design effort for the Ship to Shore Connector (SSC). SSC is the designated replacement for the Landing Craft Air Cushion (LCAC), which is a marine hovercraft. This market survey is intended to determine commercially available transparent armor and current transparent armor capabilities including weight, availability, durability, and estimated costs (initial procurement and life-cycle). In conjunction with MIL PRF 46108C, the following information is provided to identify performance criteria that will likely be a part of the Transparent Armor Performance Specification, should one be developed and finalized. NSWC PCD is interested in transparent armor capable of surviving in a harsh marine environment. Information on the products and designs for the following systems with corresponding characteristics is desired: 1.The transparent armor shall withstand multi-hit MIL-PRF-46103E, standard for light weight composite Type 3 armor piercing projectiles at zero degree obliquity, with no full penetrations.2.To control visual distortion, light exposure, optical deviation, and luminous transmittance IAW MIL-PRF-46108.3.Transmittance shall be compatible with visible and military night vision sight infrared spectrums.4.The transparent armor shall be compatible for use with night vision goggles.5.Shall be capable of sustaining arctic defrosting without clouding, crazing, cracking, delaminating, or showing other evidence of deterioration.6.Shall be capable of being subjected to thermal cycling from -30 degrees F to 120 degrees F for 10 cycles without clouding, crazing, cracking, delaminating, or showing other evidence of deterioration.7.Capable of reliably operating in humidity ranging from 0 to 100%. 8.Capable of reliably operating when exposed to high vibration levels.9.The transparent armor shall have a built-in 24 volt DC or 208 volt AC electronic de-ice system, capable of maintaining the window surfaces ice and fog free with ambient temperatures from 10 degrees F to 100 degrees F, and humidity ranging from 0 to 100%. Vendors with window heating options that may be relevant to this Request for Information (RFI) are also invited to respond. Responses to the Sources Sought Market Survey should include supporting materials that allows an effective evaluation of your products capabilities and advantages that meet NSWC PCD requirements. The following information is requested (please indicate if the information is an estimate or actual): 1.Potential suppliers shall define the ballistic limits that their transparent armor can withstand, including include multi-hit capability.2.The supplier shall provide a measurement of ballistic strength per square foot of armored transparent armor. 3.The supplier shall inform the Government if multiple models of transparent armor are available. 4.If there are additional features in a vendors brand of transparent armor beyond those captured in the specifications above, the vendor shall define them and state how they will benefit the Government. 5.The supplier shall provide weights per square meter.6.The supplier shall provide cost per square meter.7.The vendor shall identify high-cost drivers so that the Government can decide which features it may trade-off in order to save money. NSWC PCD requests your responses by 10:00 am (EST), on 19 December 2009. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD's strategic planning. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements, and may request a presentation and/or a site visit as deemed necessary.
