- Description
- NASA/Headquarters, Facilities Engineering and Real Property Division plans to issuea Sole Source Procurement for a membership renewal to the Construction Industry Institute(CII), an internationally recognized research consortium to advance the capital projectindustry, at the University of Texas. The CII is a unique organization that has beenestablished to improve the safety, quality, schedule, and cost effectiveness of thecapital investment process through research and implement support. It consists ofapproximately 40 owner members and 40 contractor members and presently has about 30 majoruniversities participating in CII research. There is no other organization in theconstruction industry that can provide such a unique blend of research, networkingpotential, and implementation tool. The CII is recognized worldwide as the premierorganization of key owner and construction leaders who work together to advance thecapital projected delivery process. NASA Headquarters intends to renew its membership and negotiate a sole source procurementwith CII. The contract will be for a base year with 4 one year option periods. The Government intends to solicit and negotiate on a sole source basis with ConstructionIndustry Institute. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The authority is FAR 6.302-1(a) (2) only one responsible source. The Governmentintends to acquire a commercial item using FAR Part 12. Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than 11:00 a.m. (EST) on November 27, 2009. It is the quoter's responsibilityto monitor this site for the release of amendments (if any). Potential quoters will beresponsible for downloading their own copy of this notice, the on-line RFQ and amendments(if any).An ombudsman has been appointed - See NASA Specific Note "B".Any referenced notes may be viewed at the following URLs link below.
