Description
RECOVERY - This is a Sources Sought notice to assist NIST in completing market research for a procurement that is planned for 1ST quarter 2010. Any procurement that may result from this Sources Sought notice will be funded, in whole or in part by the American Reinvestment and Recovery Act of 2009. No Solicitation is currently available, and no unsolicited proposals will be entertained as a result of this Sources Sought Notice. The specific purpose of this sources sought announcement is to identify those sources capable of providing the services identified below. NIST will have a requirement for consulting services to create and deliver multimedia content supporting Information Technology Laboratory (ITL) research projects, standards, protocols, and publications, and provide a collaborative environment to facilitate the exchange of ideas and information. Multimedia content is defined as the information, delivered via a variety of mediums (e.g., desktops, nettops, and mobile devices), that provide value for an end-user. Examples of multimedia content include interactive presentations, audio/video, podcasts, and Flash. A collaborative environment may include social media utilities, including blogs, wikis, and online video capabilities. The end product of this project will result in the creation of a Multimedia Content Creation, Collaboration and Production Workflow, and a designed, developed, and integrated technical environment capable of implementing the workflow. Using this environment, multimedia content, which can be composed of audio and video presentations and interactive content, can be streamed and broadcasted to the world-wide community on the Internet in varying formats, targeting desktops, nettops and mobile client devices. To support an open and transparent process for doing research and sharing findings, a companion workflow, including a delivry mechanism which cn be provided locally or remotely via a third party provider, for hosting Internet community RSS feeds, Wikis, and blogs can be created to improve the collaboration of ITL scientists and the Internet community, and further improve and extend the scientific research. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE: If your company has recent experiences with projects that are similar in scope to what may be required by the project described herein, please provide the following information (2 pages or less, total): 1. Description of each related project completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) a brief description of the technical requirements of that project; (b) the specific information on your company's previous experience in providing the type of services required by this announcement; and, (c) the name, address, point of contact and phone number of customer organization for which the work was done. 2. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov. 3. Indicate whether your company has any GSA Schedule Contracts for similar work. The NAICS code for these services is 541511. Please include your company's size classification in any response to this notice. Interested sources that believe they possess the capabilities necessary to undertake this project should submit an electronic copy of their capability statement, addressing the criteria identified above. Any proprietary information should be so marked. Written capability statement shall clearly and unambiguously demonstrate ability to perform work of the nature identified in this notice. Responses to this notice should be forwarded by e-mail to Mr. Peter Staples, Contractor/Acquisition Specialist at peter.staples@nist.gov, no later than 3:00 p.m., EST on December 3, 2009. No telephone requests will be honored.
