THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER VISN 21, VA Central California Health Care System Indefinite Deliver - Indefinite Quantity (IDIQ) ContractRECOVERY - Remove All Known Asbestos (TSI) On-Station A/E Design Services for Project #570-09-144 This notice is provided for informational purposes only. The Department of Veterans Affairs intends to award a Task Order to Taylor Teter Partnership under VISN 21, VA Central California Health Care System IDIQ contract VA 261-P-0654, IAW department guidelines for recovery projects. This is not an invitation for proposals, it is only being provided for informational purposes per department policies. The A/E shall prepare an Evaluation Report, Design Development drawings, Construction Documents, Specifications, and Cost Estimates for all disciplines as necessary to perform a visual inspection, evaluation and, if required, laboratory analysis of all pipe (including related equipment and assemblies) insulation installed at the VA CCHCS, Fresno. This work will require removing ceiling tiles, accessing hard ceilings via access panels, entering confined spaces, working in areas of reduced lighting, high temperatures and high humidity. The A/E shall identify and evaluate all TSI (thermal system insulation) at the facility by type, manufacturer (if available), location and condition. Upon completion of assessment, the A/E shall provide a comprehensive report regarding the existing condition of all TSI and a prioritized list for replacing insulation based upon the following: 1)Insulation contains asbestos. 2)Insulation is damaged and is no longer effective. 3)Insulation is of a design that contact or minor manipulation causes the insulation product to produce fibers that are irritating to lungs, mucus membranes and eyes. 4)Insulation installed may contain a product that is believed to be hazardous to human health. 5)Insulation installed is not appropriate for the application. 6)Insulation is of a design or type that is no longer used or would be considered obsolete by modern construction standards. The A/E shall design replacement insulation identified in the priority order established above. The A/E shall also inspect all insulated assemblies that require frequent maintenance and provide specifications for insulation options that are removable and reusable. Assemblies that are classified as requiring frequent maintenance are heat exchangers, valves, steam traps, meters, gauges, unions, pressure regulators, pressure relief valves, check valves and similar items.
