- This is a notice of a proposed contract action published to notify potential sources that the USDA, Agriculture Marketing Service (AMS) contracting office intends to issue a sole source award to AOAC International for. Participation in their proficiency testing program. USDA Pesticide Data Program (PDP) laboratories plans to participate in the AOAC International pesticide residues in fruit and vegetables proficiency testing program during fiscal year (FY) 2010. AOAC provides the only nationally recognized proficiency testing program for pesticide residues in fruit and vegetables. Participation in the AOAC proficiency testing program will provide a measure of performance for PDP laboratories to benchmark performance and will allow PDP to comply with the requirements of ISO 17025, an International Standard. ISO 17025 accreditation is being pursued by PDP laboratories to facilitate international trade and provide assurance of PDP data quality. For FY 2010, the cost for eight PDP laboratories to be enrolled in the AOAC Laboratory Proficiency Testing Program for the October 2009 and June 2010 rounds would be $1,500 per laboratory plus $100 for shipping per laboratory. The total charge per round for all eight laboratories, including shipping, would be $12,800. This amount would be invoiced upon receipt of samples. The total amount including both shipments in FY 10 would be $25,600. This sole source award is being made pursuant to FAR 6.302-1, only one responsible source and no other company will satisfy agency requirements. The USDA, AMS intends to award a firm fixed price purchase order with an estimated value of $25,600.00 This is not a request for competitive proposals Information received will be considered solely for the purpose of determining whether to possibly conduct a competitive procurement in the future. No requests for capability briefings will be honored as a result of this notice. Interested sources who would like to submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide Tax I.D. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
