Description
The purpose of this amendment is to answer questions and clarify some administrative issues. Question 1. What is the definition of "annual gross income"? Does that include fees paid out to consultants, reimbursables, etc.? Answer 1. How to calculate average annual receipts and average employment of a firm can be found in 13 CFR 121.104 and 13 CFR 121.106, respectively. Question 2. The project title is "New Emergency Department Building", but the third of the four factors listed discusses "Building including environmental considerations such as asbestos and lead based paint", which we assume has to do with the proposed skybridge connection to an existing building. Has there been a site plan developed that we could review? Answer 2. There is no known asbestos or lead based paint on the proposed location. There is no site plan, only a proposed location. Question 3. Does the primary design consultant for this project have to comply with the Small Business Standard #541310 as established by the NAICS? Answer 3. No. Question 4. What is the current annual volume of the emergency department and is there a projected rate of volume growth for the next five years? Which acuities will the new observation unit primarily treat: cardiac, neuro and stroke, or is the intention to decompress the emergency department? Answer 4. We are still gathering data to drive both of these criteria - it has not been definitively determined for usage. This information will be delivered and discussed with the A/E chosen to perform the design, after selection is made based on the selection criteria. Question 5. Do you expect geotechnical engineering to be included in the scope of work for this solicitation? Answer 5. Yes. We will need a geotechnical survey performed at the very least for the earthwork and structural. Question 6. The solicitation asks "(b) Record of significant claims against the client because of improper or incomplete architectural and engineering services." What does the word 'client' refer to? Should this read 'A/E team'? If so, does this refer solely to litigation or change orders during construction per solicitation's qualification above? Answer 6. In this context "client" refers to the building owner. The reference is to claims, not to change orders. Question 7. Are the observation rooms intended for all categories of the patient population or predominantly for psych use? Answer 7. The observation rooms are intended all categories of the patient population; use to be determined during the design phase of the project. The current intent is to leave all options open for future deliberation; the design will be done by the A/E that is selected from the SF-330's. Question 8. Will there be both ambulance and walk-in entrances? Answer 8. That is to be determined during design. What is the primary purpose of the sky bridge? Will it serve primarily as a care-giver connection to the existing hospital or is it also for the use of patients? Answer 9. The skybridge is for care-giver and patients. (The imaging department is located on the second floor in this wing.) The current intent is to leave all options open for future deliberation; the design will be done by the A/E that is selected from the SF-330's. Question 10. Will the displaced parking be replaced adjacent to the new structure? Is there a simple or obvious means to replace it? Answer 10. To be determined during the design phase of the project. The current intent is to leave all options open for future deliberation; the design will be done by the A/E that is selected from the SF-330's. Question 11. Can you provide any description of the site and setting? Are there any known conditions or impediments to locating the new ED on this site? Answer 11. To be determined during the design phase of the project. The current intent is to leave all options open for future deliberation; the design will be done by the A/E that is selected from the SF-330's. Currently, the designated site is used as a small parking lot for contractor personnel. It is located adjacent to the main hospital road on SW US Veterans Hospital Road, and accessed from the patient parking garage road. Additionally, it is located on a sloped lot. Administrative Issues: As stated in the original notice: "To be considered for this project the prospective contractor's office must be within a 60 mile radius of the Portland VA Medical Center located in Portland, Oregon; must have completed a project of similar scope in a medical setting, and the prospective contractor must be listed in Central Contractor Registration at https://www.bpn.gov/CCRSearch/Search.aspx."
