- Description
- NASA intends to extend Contract NNA04CA76C with Planners Collaborative, Inc. on asole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. Theobjective is to extend the performance period for three and a half additional months.The current Contractor provides support for users and occupants of Ames Research Centerunder Business Operations and Technical Services (BOATS). The principal purpose of thiscontract is to provide a variety of professional and para-professional functions tovarious divisions at NASA-ARC. The Contractor provides support for scientific andtechnical information, including video, photo, publications, printing and libraryservices; human resource management and training; acquisitions; equal opportunity andaffirmative action; commercial technology; public affairs and education outreach; legaloffice; and related administrative programs. This extension will allow for a continuationof services to ensure program continuity and critical mission support and avoidsignificant technical impacts while a competitive follow-on acquisition is completed. The extension will extend the period of performance of the current contract, NNA04CA76C,for a period of three and a half months, from December 31, 2009 through April 15, 2010,and increase the contract value accordingly. The current contractor, PlannersCollaborative, Inc. is considered the only contractor that can meet ARCs needs given theshort period of performance for the extension.Awarding a three and a half monthcontract to another source, at the same time as the recompetition of the follow-on is inprocess, would result in substantial duplication of costs and unacceptable delays infulfilling the Governments requirements and not allow for a sufficient phase-in period,thereby affecting the continuity of services and causing unacceptable delays infulfilling ARCs requirements.This notice of intent is not a request for competitive proposals. Notwithstanding this stated intent, interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact no later than 4:00 PM. PST on November 30, 2009. A determination by theGovernment not to compete this proposed effort, based upon responses to this notice, issolely within the discretion of the government.
