- SOCIO ECONOMIC COMMITMENT SOO Task NS01A Task DN01A Task CW01 Task CS01A Task AS01 Task AD01 DRAFT Sources Sought Announcement for Supplementary Market Research Data on the NUCLEAR DETERRENT AND WEAPONS OF MASS DESTRUCTION SUPPORT (NDWSP) Program The Defense Threat Reduction Agency (DTRA) is conducting supplementary market research for the Nuclear Deterrent and Weapons of Mass Destruction Program (NDWSP). The purpose of this supplemental market research is to solicit comments specifically in response to the following strategies: (1) a decision regarding two acquisition alternatives by providing comments regarding which alternative better meets the needs of this requirement. Specifically, the Government is contemplating the use of either a single- or multiple-award, Indefinite Delivery / Indefinite Quantity (ID/IQ) contract for the requirement described below; (2) the level of socio-economic participation contemplated based on the goals identified in the attachment regarding whether the level contemplated may or may not be attainable or exceeded; and (3) whether as a result of your review you have identified any possible ambiguities, inconsistencies, or unduly requirements in the attached Statement of Objectives (SOO) or the any of the Statements of Work (SOW) for the six sample task orders. Interested contractors may submit a separate white paper providing comments back on each of the 3 areas identified above. Additionally, each white paper should specifically address the pros and cons associated with managing each contract vehicle and the contemplated level of socio-economic targeted for the NDWSP Program. The white paper for each of the 3 areas shall not exceed 5 pages and must use 12-point Ariel and 1” margins. White papers shall be submitted via e-mail to: NDWSP@dtra.mil by close of business December 8, 2009. Please be advised that this market research is for information and planning purposes only. This is not a request for proposal. No reimbursement will be made for any costs associated with providing information in response to this announcement. DTRA reserves the right to disregard comments received after the deadline.. DTRA welcomes all comments and clarifying questions regarding possible ambiguities, inconsistencies, or unduly restrictive specifications that reviewers may identify. Please note this is only a working draft, and many elements of the solicitation are either not included or are incomplete. Therefore, the actual solicitation, when released, may differ significantly from this document. However, the release of a draft solicitation provides Industry an opportunity to comment on the Agency’s acquisition strategy before the formal request for proposal is released. Based on its review and consideration of the comments and clarifying questions received, DTRA will revise the draft RFP and may issue a final RFP no earlier than January 15, 2010. DTRA will hold and industry day following release of the RFP on or about January 27, 2010. REQUIREMENT DESCRIPTION: The Defense Threat Reduction Agency (DTRA) was created in October 1998 to help ensure the United States can deter and respond to the threat of WMD use by all sources. DTRA's Mission Statement is to "safeguard America and its friends from weapons of mass destruction by reducing the present threat and preparing for the future threat." At the foundation of the deterrence side of DTRA's mission is the U.S. nuclear deterrent. DTRA's "Strategic Plan 2003" identifies six "Principal Objectives" to achieve its mission, with the first Principal Objective: "Deter the Use and Reduce the Impact of Weapons of Mass Destruction. DTRA provides combat support to the DoD operational war-fighting community including the Joint Chiefs of Staff (JCS), the Joint Staff (JS), the Geographic Combatant Commanders (GCC), and the military services as one of its mission essential tasks. One of DTRA's objectives is to "support the viability and credibility of the nuclear force." The Nuclear Supplement to Joint Strategic Capabilities Plan tasks DTRA to perform technical analysis, studies, research, and development of software to improve the application, employment, and effectiveness of nuclear weapons and weapon systems. In general it is anticipated NDWSP will require between 100 and 250 FTEs per year with many of these positions not being located in government facilities (contractor facility is a must). Support under this contract might be required in a number of locations worldwide where RD conducts its R&D activities.
