- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITYIS AVAILABLE ONLY TO CALIFORNIA STATE UNIVERSITY @ MONTEREY BAY (CSUMB). A proposal isrequested for further development of the NASA Terrestrial Observation and PredictionSystem, a state-of-the-art cyber-infrastructure to understand and predict irrigationdemand and improve agricultural water use efficiency in the state of California. Thisresearch will allow for collaborating, with NASA, in research on the development of aprototype water supply and agriculture management system that would integrate NASAinformation products and models for water management decisions of the San Joaquin Riverwatershed in California and potentially scalable to other regions of the U.S. Theresearch should examine existing NASA science data products and models, including Landsatsensors' and the Moderate Resolution Imaging Spectrometer's observations of crop canopyconditions, sources of precipitation data and hydrological and surface energy models andexpand upon the currently operating Terrestrial Observation and Prediction System (TOPS)at NASA Ames Research Center.CSUMB possesses the unique capabilities required to perform the research described abovethat include: full knowledge of the NASA Terrestrial Observation and Prediction System(TOPS) and the ability to integrate new models and software libraries in TOPS to produceestimates of evapotranspiration and soil water balance for the San Joaquin Valley formultiple crop types; the ability to integrate observations of crop condition fromsatellites including Landsat, Terra and Aqua and implementation of near-real-timeatmospheric correction and processing routines for Landsat data; the ability to installwireless sensor networks for monitoring of soil moisture and weather conditions andintegrate observations from wireless sensor networks with TOPS; existing partnershipswith agricultural producers and the US Department of Agriculture, California Departmentof Water Resources, the Natural Resources Conservation Service and the Bureau ofReclamation.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.This announcement will not result in a Request for Proposal; this announcement is forinformational purposes only.
