- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) anticipates placing a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Firm Fixed Price provisions for the design, fabrication, assembly, test, inspection, packaging, and delivery of (3 EA) First Article and up to a maximum quantity of 50 each per year of production TR-302 Transducers. An additional cost plus fixed-fee line item for up to a total of 2500 hours of engineering services will be included. The contractor shall provide engineering services related to the TR-302 transducer to perform design and trade-off studies, engineering change development, reliability studies, repair/refurbishment studies, failure analysis studies, and logistic analyses. The Government will request and award specific studies through individual task orders. Each specific study will have its own Statement of Work. First Article sensors are due 15 months after contract award; Production sensors are due 12 months after First Article acceptance. This is a follow-on to contract N66604-04-D-0480 with EDO Electro-Ceramic Products, Salt Lake City, UT. Award will be made on a Best Value basis with Technical Capability (Technical Approach & Past Performance) and Cost as the evaluation factors. Due to restricted distribution statements, the Critical Item Performance Specifications (CIPS) and the Drawings for the Sensors will not be posted on our website. The Drawings are available for informational purposes only. Release of the Drawings and CIPS are subject to security approval and Clearance to the Confidential Level is required. To obtain copies of the CIPS and drawings send an e-mail request to Michael Broomfield at michael.h.broomfield@navy.mil, citing RFQ N66604-10-R-0655, include company name and address, cage code, telephone number and point of contact. The solicitation is expected to be released on or about 07 December 2009. Anticipated award date is April 2010. Proposals must be received at Commercial Acquisitions Department, Building 11, NUWCDIVNPT, Code 11912, Simonpietri Drive, Newport, RI 02841-1708.
