- Amendment to answer vendor questions, address due date for inquires/questions, and extend solicitation closing date. The Bureau of Engraving and Printing (BEP) has a requirement for a Blanket Purchase Agreement (BPA) for shipment of secure forms by bonded secure trucks in accordance with specifications below. The simplified acquisition procedures set forth in FAR Parts 12 and 13 shall be used. This notice constitutes the only solicitation; therefore, a written request for quotation will not be issued. The NAICS is 484230 with a size status of $25.5 in millions of dollars This procurement is 100% set aside for small business. The Request for Quotation (RFQ) number is RFQ-10-0099. All interested small businesses are requested to submit a written quotation which will be considered by the agency. Quotations may be submitted on a SF 1449 or on company letterhead. Quotations shall include the RFQ number, the proposed unit price, the proposed extended price, any prompt payment discount terms, company name, point of contact, address, phone number, fax number, tax identification number, DUNS number, and size status (i.e., small business, disadvantaged business or woman owned business). If this item is available under GSA Schedule please provide the schedule number. Quotations are due December 4, 2009. Quotations may be faxed to Attn: Diane Rollins and Katheen Barton at (202) 874-3135 or transmitted via e-mail to diane.rollins@bep.treas.gov and kathleen.barton@bep.treas.gov. Specifications for Truck Shipment of GPO Forms Provide a contract to deliver forms by bonded, secure trucks to designated Forms Center for the Government Printing Office (GPO). The principal destination will be The Government Printing Office, Building 9101, Stennis Space Center, MS 39529. The truck will contain only Government Printing Office (GPO) forms. It will be loaded and sealed at the Bureau of Engraving and Printing (BEP) loading dock and unsealed at the designated Stennis Space Center. The truck will not make pick ups or deliveries along the way but is free to make whatever arrangements they want for the trip back, unless for some reason forms have to be shipped back to the BEP. Insurance: The trucking company must have insurance to cover the actual cost to produce the forms in case they are destroyed or damaged up to $6,000.00 per skid. The loading dock at the BEP in Washington can only handle trailers with a maximum height of 12 feet 6 inches from the ground to the top of the trailer and a maximum length of 40 feet. A 42 foot truck with a short tractor may be substituted for the 40 foot truck limitation; however, the BEP is not responsible for any truck that is unable to traverse the interior loading dock that uses a long tractor or is over the 40 foot length recommendation. The trailer should be able to hold up to 60 skids; each skid will be 26 inches x 23 inches. There will be 8000 sheets per skid. The total weight of each skid is 503 lbs. Skids can only be stacked one high. Smaller loads and possibly very small loads can be shipped at the discretion of GPO, so smaller trucks can be used. The GPO center will unload the trucks and get them back on the road as soon as possible depending on their working hours. The contract will be used for the truck shipment of Government Printing Office forms only. Each load will be billed separately and a signed receipt of delivery must be returned to the BEP. Delivery costs will be charged to the GPO account. The Bindery will coordinate the loading dock schedule and have the work staged and see that it is loaded on the truck. Specifications For Truck Shipment of Homeland Security Forms Provide a contract to deliver forms by bonded, secure trucks to designated Forms Centers for the Department of Homeland Security and occasionally other Homeland Security agencies as required. The principal destination will be The DHS Western Forms Center, 5160 Richton Street, Montclair, CA 91763. The truck will contain only Department of Homeland Security DHS forms. It will be loaded and sealed at the Bureau of Engraving and Printing (BEP) loading dock and unsealed at the designated DHS Forms Center. The truck will not make pick ups or deliveries along the away, but is free to make whatever arrangements they want for the trip back, unless for some reason forms have to be shipped back to the BEP. Insurance: The trucking company must have insurance to cover the actual cost to produce the forms in case they are destroyed or damaged up to $33,000.00 per skid. The loading dock at the BEP in Washington can only handle trailers with a maximum height of 12 feet 6 inches from the ground to the top of the trailer and a maximum length of 40 feet. A 42 foot truck with a short tractor may be substituted for the 40 foot truck limitation; however, the BEP is not responsible for any truck that is unable to traverse the interior loading dock that uses a long tractor or is over the 40 foot length recommendation. The trailer should be able to hold up to 22 skids; each skid will be 48 inches x 40 inches on 4 way pallets, over all height of a full skid cannot exceed 56 inches including the height of the pallet. There will usually be 32 cartons per skid. The total weight of each skid should not exceed 1500 lbs. Skids can only be stacked one high and more than one type form may be shipped in a load. Smaller loads and possibly very small loads can be shipped at the discretion of DHS, so small trucks can be used. The DHS centers will unload the trucks and get them back on the road as soon as possible depending on their working hours. This BPA will be used for the truck shipment of Department of Homeland Security forms only. Each load will be billed separately and signed receipt of delivery must be returned to the BEP. Delivery costs will be charged to the DHS account. The Bindery will coordinate the loading dock schedule and have the work staged and see that it is loaded on the truck.
