- Description
- This acquisition shall be awarded using the Best Value continuum. In accordance with FAR Part 15.101-2 this acquisition shall be evaluated using the Lowest Price Technically Acceptable source selection process.Contract award shall be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost evaluation factors. Contract shall consist of a base year plus four (4) option years. Non- Cost Evaluation Factors 1. Technical Plan of Operation 2. Past Performance 3. OSHA 30 Hour Course Documentation Acceptability Standards for Past Performance 1. Technical Plan of Operation - Offeror shall provide a separate chronological step by step sequence plan of operation for each building listed. Each building plan of operation shall at a minimum address how to clean the windows in each building and the steps the contractor shall take to safely complete the cleaning. 2. Past Performance- a. Offerors shall provide two (2) High Rise Commercial Window cleaning projects completed at a Department of Veteran Affairs Medical Center within the past three years. b. Projects submitted shall include multi-story buildings c. If the offeror cannot provide two (2) projects completed at a Department of Veteran Affairs Medical Center within the past three years then the offeror shall be allowed to substitute two (2) projects completed at a Federal Government Activity. d. Federal Government projects submitted as past performance projects must include performance in a medical center environment. e. The project submitted shall include the location of the Department of Veteran Affairs Medical Center (or substitute), a current point of contact (POC) and the point of contacts email address and phone number. Failure to provide any of the requested information shall result in a rating of unacceptable. If the technical evaluation team is unable to contact the project POC because the information is incorrect a rating of unacceptable shall be incurred 3. OSHA Course Completion - OSHA 30 Hour Construction Industry Outreach Training course. Offeror shall provide documentation that project supervisor has completed the OSHA 30 Hour Construction Industry Outreach Training. A copy of the Student card shall be submitted with the offerors proposal. After award of the contract notice to proceed will not be given until contractor employees working on site have completed the 10 Hour Construction Industry Outreach Training course. Service Disabled Veteran Owned Business In order to be eligible for contract award as a Service Disabled Veteran Owned Business offeror must be registered in. 1.
