Description
RECOVERY - This project is funded by the American Recovery and Reinvestment Act of 2009 (ARRA). The General Services Administration is looking for firms that qualify under the Small Business Programs that are mentioned in the Federal Acquisition Regulation (FAR) Part 19 including 8(a), small disadvantaged, Hubzone and VOSB. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY, to identify valid sources and to gauge the business interest of Design Build firms for Design and Construction Services intended for the Van Buren Land Port of Entry in Van Buren Maine. The estimated range for this project is between $25,000,000 and $35,000,000. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. No telephone calls will be accepted. GSA is seeking qualified Design-Build firms for construction of a new Land Port of Entry (LPOE) facility utilizing a bridging-design-build delivery method. The work will involve preparing design development and construction documents for a new LPOE in a small town in northern Maine and constructing the facility according to the Government's requirements. The design will be based on a concept design and a performance specification prepared by the Government's bridging AE. In addition to the bridging AE, the Government's interests will be represented by a Construction Manager-as-agent (CMa) and a Commissioning Agent (CxA), both of whom will be involved during the concept design phase, the design development phase, construction documents phase, and the construction phase of the project. The work includes: building demolition; railroad track demolition; relocation/removal/abandonment of existing utilities; civil, site, and utility design and construction; foundation design and construction; traffic design and roadway construction; building information modeling (BIM) design; energy-efficient design; a minimum LEED rating of Silver; national and local code review and applicable design modifications; mitigation of impacts to wetlands; abatement of hazardous materials and removal of underground storage tanks; perimeter and building security. The work shall meet the design intent of the Scope of Work and the requirements of the provided Government-owned conceptual design. The North American Industry Classification System Code (NAICS) is 236220, Commercial and Institutional Building Construction and the Small Business Standard is $33.5 million. All interested parties are invited to submit capabilities statement to include three (3) projects completed within the last five (5) years that are relevant to the work that will be required under this project. Please provide answers to the following questions in your response: Has your firm completed similar projects within this dollar range? Is your firm experienced in similar projects coming in on time and within budget? Please indicate if your company is a certified 8(a), Hubzone or Service Disabled Vet small business or small business. Please be sure to provide a point of contact for each project listed.
