Description
FISC Norfolk Contracting Department Philadelphia Office intends to issue an RFP for the provision of services in support of the Naval Operational Logistics Support Center's (NOLSC) Ordinance Information System. An indefinite delivery, indefinite quantity type contract under which cost plus fixed fee task orders shall be issued in accordance with FAR Part 16 is anticipated. The contractor shall provide program management and technical support services to explore and implement the development, quality assurance testing, integration testing, documentation, and maintenance of the Ordnance Information System (OIS) currently supported/provided by NOLSC and to provide enhanced Conventional Ordnance Logistics related capabilities across all Warfare Enterprises. The contractor is to provide IT support to continue the maintenance and enhancements of the OIS functional capabilities, to include but not limited to OIS-Wholesale, OIS-Retail, OIS-WEN, OIS-AIT, and OIS-TAIMS capabilities. Up to 152,500 hours of support may be required per year. The contractor will be required to perform necessary non-personal labor and services to accomplish this tasking for Naval Operational Logistics Support Center, Mechanicsburg, Yorktown Detachment, Yorktown, VA; Naval Operational Logistics Support Center, Mechanicsburg, PA; and other locations as necessary and directed by NOLSC. It is anticipated that the RFP shall be issued in January 2010 with an award date sometime before September 2010. Services shall commence 30 days after award date. The base year shall consist of 12 months with four one year options included. The RFP shall require submission of a technical and cost proposal. The applicable NAICS code is 541519. This is an unrestricted acquisition; all responsible sources may submit a proposal that shall be considered by the Navy. It is anticipated that FAR Part 15 Contracts by Negotiation will be utilized. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil.
