Description
The USDA Forest Service, Payette National Forest, intends to acquire by contract the resurfacing of Goose Lake Road. Work consists of reconditioning the existing roadbeds, providing and placing pit run and crushed aggregate on Goose Lake Road No. 50257. The surface aggregate and pit run material shall be crushed and processed at the government pit which is located on the Meadows-Goose Lake Road 50273, approximately 2 miles south of Goose Lake, hauled and placed on the road as designated. There are also 6 new 18 inch culvert installations. The project can be reached by traveling east from McCall, Idaho on Highway 55 approximately 5 miles. Turn right on Goose Lake Road no 50257 and drive approximately 4 miles to the Brundage Mountain Ski area entrance. The project starts at MP 3.95 which is Station 208+56 and is the end of the pavement. The project ends at MP 22.18 which is Station 1345+34 and is at the junction of the Elk Meadows road 50308. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about Dec 5, 2009. The period of performance for this project calls for a completion date not later than September 30, 2010. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
