Description

Request for Construction Documents - SB1341-10-RP-0015 This announcement is not a Request for Proposal (RFP) and does not commit the Government to award any contracts now or in the future. No solicitation is available at this time. The purpose of this pre-solicitation notice is to advertise that the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is contracting for the upgrade of the existing heating, ventilation and cooling (HVAC) system at the Radio Station WWVH, US Naval Base, Pacific Missile Range Faciity (PMRF) located on the Island of Kauai, HI with a new, larger, more efficient system. The current equipment is located on the outside of the building and is exposed to the harsh environmental conditions. Its lifespan has been drastically reduced by the corrosion and rusting that is a result of the salt water. The new HVAC system will have indoor mounted fan coils and shared condensing units with protective coatings located outside. In addition to replacing the existing system, the new HVAC system will have increased capacity to allow for better environmental control and future capacity. The Government intends to solicit this acquisition as a 100% small business set aside. All small businesses or small business concers (SB, SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to propose on this project. The main requirements are assigned a NAICS Code of 238220 with a small business size standard for such requirements of $14.0M. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 - Limitations on Subcontracting - the prime contractor is required to perform at least 15% of the labor with their own employees for general construction and at least 25% of the labor with their own employees for special trade construction. The estimated price range for this project is between $1,000,000.00 and $5,000,000.00. A pre-proposal conference has been scheduled for Tuesday, December 15, 2009 from 1:00pm to 3:00pm at the WWVH Radio Station located on the Barking Sands Pacific Missile Range Facility (PMRF) in Kauai, Hawaii. Information regarding the conference will be contained in the solicitation posting. Completion time for this project is estimated at one hundred twenty (120) calendar days from the date of the written Notice to Proceed. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Source selection will be made using the lowest price technically acceptable source selection process (FAR 15.101-2). The government will not pay for any information solicited. Offers that do not meet all the requirements will be notified as soon as they have been determined not to be in consideration any longer. Any late proposal received is subject to FAR 52.214-7, Late Submissions, Modifications, and Withdrwals of Bids (NOV 1999).
