Description
The Department of Veterans Affairs VA Palo Alto Health Care System, Palo Alto, CA (VAPAHCS) is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for the design of Project 640-379, Renovation of Air Force Facilities for VA Research Programs at the Onizuka Air Force Station in Sunnyvale, CA. Onizuka Air Force Station (AFS), located on Innovation Way (previously known as Lockheed Martin Way), Sunnyvale, CA is comprised on 23 acres. The site is adjacent to U.S. Highway 101 and within 8 miles of the VAPAHCS Palo Alto Division. This project includes the realignment of existing site utilities and the renovation of the former headquarters building on Onizuka Air Force Station to make the building operational after base closure. Over the next 12-24 months, VA will acquire approximately 4.39 acres from the existing 23 acre Onizuka US Air Force installation. The remaining parcel will be redeveloped for non-VA use. Building renovations include Building 1002 and two adjacent Butler structures (1018 & 1034). Work will include; survey and development of a plan to remediate hazardous materials including lead paint and asbestos; Schematic Development; Design Development; and Construction Documents for VA dry lab research programs, offices and administration spaces. Prime AE firm shall have, at least, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: Structural, Mechanical, Electrical, Plumbing, HVAC, Fire Safety Engineers, Construction Cost Estimators, and Sustainability (Leed Silver Equivalent). No firms will be considered unless an application consisting of a completed SF-330 Parts I and II is received by the VAPAHCS at the address and date specified below. Five (5) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Past Experience of the firm and its proposed designers; (2) Specialized Experience and Technical Competence; (Research Lab Design), (3) Capacity to accomplish the work in the required time; (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location (firms are restricted to a 100 mile radius of the Palo Alto facility) and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms that meet the requirements described in this announcement are invited to submit required SF 330's by close of business December 23, 2009, to the following: Mr. Philip Lewis, Supervisory Engineer, Engineering Service (138), VA Palo Alto Health Care System, 3801 Miranda Ave., Palo Alto, CA 94304. There will be an informational meeting at the Palo Alto Facility on December 10, 2009, from 2:00pm - 3:30pm in Building 101, Room A2-200. Project scope and site will be discussed. NOTE: Due to security reasons we will not be visiting the Onizuka site. Questions regarding the solicitation and project shall be directed to the Contracting Officer; Mr. Joseph Mulstay, via E-mail to joseph.mulstay@va.gov. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA-261-10-RP-0019). Interested firms shall be located within a 100 mile radius of the VAPAHCS. This solicitation is unrestricted.
