- Description
- The USDA Natural Resources Conservation Service (NRCS) is requesting submission of qualification statements (Standard Form 330s) from professional surveying firms to perform legal boundary surveys throughout the State of Georgia. The surveys are required as part of the NRCS easement acquisition programs. The services are being procured unrestricted using the Brooks Act procedures found in FAR Subpart 36.6. The work falls under NAICS code 541330, which has a small business size standard of $4.5M. This announcement constitutes the only notice. NRCS anticipates making multiple awards of firm-fixed price, indefinite delivery indefinite quantity (IDIQ) contracts, with each contract having a base and 4 option periods (5 year maximum). Individual task orders will be awarded for the services. The contract minimum $5,000. Contract maximum $500,000. Surveyors must be licensed in the State of Georgia. SELECTION CRITERIA: (1) Professional qualifications necessary for satisfactory performance. Evaluation will be based on the number of qualified personnel, certifications/professional registrations, education, years of experience and qualified personnel’s knowledge and level of experience in performing boundary surveys. (2) Specialized experience and technical competence in the type of work required. Evaluation will be based on the extent of directly related experience in performing boundary surveys; specialized education at the university level, and all other applicable education, training, and certifications/professional registrations. Higher consideration will be given to those firms with direct knowledge and experience performing boundary surveys for government easement acquisition programs. (3) Capacity to accomplish the work. Evaluation will be based on the number of qualified personnel and equipment available to work on this contract. (4) Past performance on contracts with government agencies and private industry. Evaluation will be based upon the firm’s past experience with NRCS or other governmental agencies (federal and nonfederal) and the private sector in performing boundary survey work. (5) Location in the general geographic area and knowledge of the locality. Evaluation will be based on a firm's proximity to Georgia and their knowledge of performing boundary surveys throughout the State of Georgia. Qualified firms are invited to submit one (1) original and three (3) copies of their qualification statements (Standard Form 330s) to the following address: USDA-NRCS Attn: Vicki Supler 3737 Government St. Alexandria, LA 71302 Any information submitted in addition to that required by the Standard Form 330 is limited to what can fit on 5 additional pages, 8 x 11 in size, with font size no less than 10-pt. All qualification statements submitted by responsible firms will be considered by the agency.
