Description: CORRECTION / CLARIFICATION: On this project a Small Business Subcontracting Plan is required for all offerors that are not small business concerns. Although the overall subcontracting goal has been identified as 19.5% one of the capability criteria will establish 18% as the minimum acceptable standard. Offeror's meeting that standard will receive a neutral rating while offerors exceeding that minimum standard will be incrementally rated more favorably.
