- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. The National Park Service, Hawaii Volcaones National Park, (HAVO) has identified a requirement for a contract to purchase propane to be delivered to NPS owned tanks at several locations in Hawaii Volcanoes National Park within Hawaii National Park, Hawaii. Paper copies of this solicitation will not be made available. Interested contractors desiring to conduct business with DOI are requested to register at the web site. Contractors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://www.ideasec.nbc.gov. The service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the web site for all information relevant to this solicitation. Plan holders will be required to visit this web site periodically to check for amendments and other changes to the procurement documents. No other notifications will be sent. This procurement is designated as Full & Open with a closing date of December 15, 2009, 12 noon Hawaii Standard Time. Small Business are stronger encouraged to submitt quote. Description: The anticipated order includes a contract to supply & deliver propane to propane tanks located within Hawaii National Park. The vendor will provide supplier invoices. Deliveries will be made during business hours and individual receipts will be made available for signature by designated NPS employees within 24 hours of propane deliveries. Anticipated to be filled every four months. Award of any purchase order resulting from this solicitation will be made to the responsible offeror whose offer, conforming to the solicitation will be based on best value to the Government, cost or price and other factors considered. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. The Government reserves the right to make award without further discussion. (ii) This solicitation, Q8304100104, is being issued as a Request for Quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. (iv) The NAICS code is 454312 Liquefied Petroleum Gas (Bottled Gas) Dealers and the size standard is 50 employees. (v) The following commercial item is requested in this solicitation: (vi) Advanced payments are not authorized. (vii) The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors/Commercial Items. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. FAR clause 52.204-7, Central Contractor Registration. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. (viiI) FAR 52.212-2(a) Evaluation - Commercial Items, applies to this acquisition. Quote will be evaluated based on price. (ix) The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items, is applicable to this acquisition. All vendors must be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov)) at the time of Quote submittal. (x) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to the acquisition. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. (xii) Quote Submission: include price information. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. Contractor must be registered in CCR and ORCA to be considered. (xiii) All quotes shall be sent to Traudel L. Haney via email at: traudel_haney@nps.gov. Quotes are required to be received no later than 12:00 pm Hawaii Standard Time, 15 December 2009. The NPS reserves the right to cancel this soliciation.
