- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number 2010-Q-00023 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. This requirement is 100% set aside for Small Business firms. The NAICS Code for this solicitation is 541711 and the size standard is 500 employees. The Centers for Disease Control and Prevention (CDC) has a requirement for an Independent Institutional Review Board (IRB), accredited by the Association for the Accreditation of Human Research Protection Programs (AAAHRPP) for non-H1N1-related Research Protocols as follows: Estimated 4 each per year, High Risk protocol reviews and 16 each per year, Minimal Risk protocol reviews. This is an estimate only and protocols may vary depending on the volume of H1N1-related protocols that are required to be reviewed by the CDC staff. Period of performance is a base year of 12 months with two one-year options. Reviews will be conducted off-site. Resultant contract will be firm fixed price, level of effort type. (JAN 1999) Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: Technical (listed in descending order of importance) - 1) Evidence of accreditation by the Association for the Accreditation of Human Research Protection Programs (AAAHRPP); 2) Availability and competence of experienced scientific, or other technical personnel; 3) Composition, certification levels, and methodology of proposed members and how it fits into the contractor's organization; and 4) Planned subcontracting or scientific or technical work. Past Performance - Experience with other projects of this type either with CDC, NIH, EPA, FDA, or other federal agencies. Include a brief summary of project, total contract dollar value, the Company name and address, POC/title, telephone number, and email for the Contract Manager and Project Manager. Price - Include a breakout of costs, by year, to include loaded labor rates, applicable labor categories, and estimated hours of performance; estimated travel; and all associated costs to conduct both high risk protocol reviews and minimal risk protocol reviews. Technical and past performance, when combined, are approximately equal to price. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the options. The performance-based statement of work is provided as an attachment to this combined synopsis/solicitation.
