Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912P8-10-R-0015. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. This solicitation is a 100% HUBZONE small business set aside. The NAICS code for this procurement is 238290. SCOPE OF WORK: This contract is for security enhancements at Old River Low Sill and Morganza Floodway offices. Old River Low Sill The contractor will install an automatic sliding chain link gate for an opening 20 feet wide by 8 feet high with a Hy-Security model 222-EX-ST gate operator or equivalent and associated equipment at the entrance to the north side of the Low Sill office and storage complex. Access control for the entrance and exit of this gate will include a pedestal with a key pad on each side of the fence. The pedestal on the entrance side will also include an intercom and an infrared illuminated camera. Remote control access for the gate and a 17 monitor for viewing the pedestal camera from inside of the Low Sill office are required. There is less than 100 feet of trenching to run cables between the pedestals and the office building. A new pole and lighting fixture will be added to increase visibility at the gate, height and lighting requirements to be coordinated with the project engineer and lockmaster. All power to locations will be supplied by USACE. Contractor will install a Pelco Spectra IV dome camera (part # SD418-PRME0) or equivalent mounted on an existing telephone pole approximately 120 feet to the southwest of the gate entrance to facilitate closed circuit television coverage and alarm assessment for the new automatic gate. This camera is to be connected to the security system network located at Old River Auxiliary Structure wirelessly located approximately 0.5 miles away, either via microwave or through secure wireless IP. Another Pelco Spectra IV dome camera (part # SD418-PRME0) or equivalent will be mounted on an existing telephone pole located in the southeast corner of the storage complex as per the site supervisor. This camera is to be connected to the security system network located at Old River Auxiliary Structure wirelessly located approximately 0.5 miles away, either via microwave or through secure wireless IP. Morganza Floodway The contractor will install an automatic sliding chain link gate for a 30 feet wide by 8 feet high opening with a Hy-Security model 222-EX-ST gate operator or equivalent and associated equipment at the entrance to the Morganza office reservation. Access control for the entrance and exit of this gate will include a pedestal with a key pad on each side of the fence. The pedestal on the entrance side will also include an intercom and an infrared illuminated camera. Remote control access for the gate and a 17 monitor for the pedestal camera from inside the Morganza office are required. There is less than 100 feet of trenching to run cables between the pedestals and the office building. All power to locations will be supplied by USACE. The following clauses are applicable to this solicitation: FAR 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERICAL: This clause is applicable to this procurement. Please provide a description of how you will meet the technical specification. Please provide a listing of previous projects of similar size and complexity. FAR 52.212- 2 EVALUATION COMMERICAL ITEMS: This clause is applicable to this procurement. Evaluation Factors are: 1. Technical Approach: Contractor shall demonstrate in writing his capability to deliver materials and perform services to meet requirements stated in the above Scope of Work. 2. Past Performance. Contractor shall provide information on past contracts for same or similar work within the last three (3) years. 3. Price RELATIVE IMPORTANCE OF EVALUATION CRITERIA: Criteria for Technical Approach and Past Performance are of equal importance. Technical Approach and Past Performance when combined are significantly less important than Price. Award will be made as lowest price technically acceptable. **Any proposal that modifies or fails to conform to the essential requirements of this Request for Proposal will be considered unacceptable** FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERICAL ITEMS: Offerors shall submit a completed copy of this provision with their proposal.
