Required Reports and Interfaces for Software and Support Technical Requirements for Software and Support Functional Requirements for Software and Support Draft Statement of Work for Acquisition and Implementation of Recruiting, position Management/Classification, and EEO Support Software SOURCES SOUGHT NOTICE Requirement: Commercial-Off-The-Shelf - Recruiting, Position Management, Classification Software, and EEO Reporting Support Software and Services Solicitation Number: GROLMA-SS-10-HRPPIM Agency: US Agency for International Development Office: Office of Human Resources, Policy, Planning, and Information Management (PPIM) Location: Ronald Reagan Building, Washington, DC Notice Type: This is a Small Business Sources Sought Notice Synopsis: The USAID Office of Human Resources (OHR), Policy, Planning, and Information Management Division (PPIM) is searching for sources capable of providing, maintaining, and implementing Agency-wide software for Recruiting, Position Management/Classification, and EEO Reporting Support. PPIM intends to procure software, project management and implementation support, training services, and ongoing help desk, software operations and maintenance services in support of the aforementioned business processes. Using the new software application, USAID fully expects to standardize business rules and processes across the entire USAID organization. The draft Statement of Work details the business processes that USAID shall administer within the new software. This new software shall increase the effectiveness and efficiency of our personnel data and business processes. In addition, USAID fully expects the new software to allow Agency HR personnel and all other users to enter and utilize applicant, position, classification, and employee transaction information from a single, seamlessly integrated application. Companies must have the requisite software, ability to migrate data using a.csv, or ASCII format, and the resources and experience necessary to implement and support the software and provide the stated services as detailed in the draft Statement of Work. USAID will use the results of this sources sought notice to help the Agency determine the best acquisition strategy including identifying small businesses that can meet the Agency's needs. Companies interested in competing for this work should submit a statement of capabilities (no more than 15 pages) detailing their software and implementation services experience. At a minimum, this statement of capabilities must include: 1) Proof of prior experience (Federal and Non-Federal) performing the services detailed in the draft statement of work within the last three years; 2) The company and software's GSA Schedule contract number, if applicable; 3) Proof of software's capability to meet a majority of the functional and technical requirements listed; 4) Business size (e.g. small business, 8(a), HUBZone, etc; 5) Affiliated with a HR LOB; and 6) Three references (including at least two Federal clients) with the following information: a. Company or Agency name b. Project size (in dollars, staff, and duration) c. Point of contact (client manager's name, phone number, and email address) d. Brief description of the work (date, project scope) e. References must show the ability to work on large scale similar contracts All capability statements must be submitted by e-mail to dcollier@usaid.gov with a copy to gfuller@usaid.gov.
