Description
DESCRIPTION: The US Army Contracting Command, Joint Munitions & LethalityContracting Center, Picatinny Arsenal, NJ on behalf of the Office of the Project Manager, Maneuver Ammunition Systems is issuing a Market Survey for information and planning purposes only for the XM1037 5.56mm Short-Range Training Ammunition (SRTA). This does not constitute a Request for Proposal (RFP). The XM1037 5.56mm SRTA must provide a realistic training alternative to service ammunition in the M4/M16 and M249 family of weapons. The XM1037 5.56mm SRTA must have a maximum range of 600 meters and a round to round dispersion similar to that of the M855 when impacting E-type silhouettes at 100 meters and F-type silhouettes at 50 meters. In addition, the ammunition must provide full functionality in the aforementioned weapons within a temperature range of -4F to 104F without any ancillary equipment or weapon modifications. The XM1037 5.56mm SRTAwill be used for individual and collective live fire training scenarios in which lack of fixed facilities and/or Surface Danger Zone (SDZ) restrictions prevent the use of service ammunition. The XM1037 5.56mm SRTA will allow for various training scenarios that replicate battlefield conditions while allowing the use of adjacent training areas due to its reduced SDZ. The XM1037 5.56mm SRTA will be a frangible round that can also be used in live-fire shoot houses that will result in reduced wear hence reducing facility maintenance cost when compared to service ammo. SPECIFICATIONS: The Technical Data Package for the XM1037 5.56mm SRTA is proprietary and not available for public release. The Government is developing a Performance Specification for the XM1037 5.56 mm SRTA, which will be classified Distribution D (Authorized to the Department of Defense and DOD contractors only). PLANNED ACQUISITION: The requirement is for a Indefinite Delivery/Indefinite Quantity (IDIQ) production contract for the period of Fiscal Year (FY) 11 - FY15. Each production year shall have several quantity ranges from a minimum of 300,000 each to a maximum of 3,000,000 each. SUBMISSION INFORMATION: All responsible interested sources are encouraged to submit their capabilities/qualification data. The respondent's capabilities information must demonstrate a capability for high rate production and delivery of these cartridges. The qualification data should include information stating if a qualified design is already approved by the Government and if any revisions, modifications or changes to the previously qualified design have been made since verification testing. Any source proposing a non-qualified design must include the status of their design and any plans for qualification. Sources also must list source(s) of the data, and if the data was generated by independent test agencies. Please identify any Proprietary information submitted. All information submitted will be held in a confidential status. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Submittal of information is requested via electronic mail only to Daniel Witt, Contract Specialist, US ARMY Picatinny, CCJM-MA, Picatinny Arsenal, NJ; voice 973-724-7180; e-mail daniel.witt1@us.army.mil. The deadline for this submission is 3:30 PM EST, December 30, 2009. All information is to be submitted at no cost or obligation to the Government. Please include company name, address, telephone number, email address, technical point of contact, Cage Code, Company Size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), brochures/literature. This is only a Market Survey Notice, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published.
